What are the responsibilities and job description for the Loan Officer - Housing & Neighborhood Services position at City of Savannah?
The City of Savannah Housing & Neighborhood Services Department is looking for the next Loan Officer to join their team. As a Loan Officer you will be responsible for marketing, originating, processing and closing all departmental housing loans and/or grants.

SUPERVISORY CONTROLS: The Housing Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include department standard operation procedures, Consumer Protection and federal laws and guidelines. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY: The work consists of related clerical and financial accounting duties. Strict federal regulations contribute to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to perform specialized accounting work in support of the department's loan servicing activities. Successful performance in this position results in the efficiency of department operations.
PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, homeowners, insurance agents, lawyers, and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, and resolve problems.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping. The employee occasionally lifts light objects.
WORK ENVIRONMENT: The work is typically performed in an office.

- Markets, originates, processes, and brings to closing owner-occupied home repair, rental property repair, home purchase, and/or housing development loans and/or grants.
- Works collaboratively with City departments, non-profits, and others to deliver programs, find opportunities, and resolve challenges.
- Attends and presents information at a variety of community and partner meetings.
- Explains programs to applicants and other interested parties.
- Takes, reviews, verifies, and documents information reported on applications.
- Identifies and helps resolve, where possible, impediments preventing immediate assistance participation in loan and/or grant programs.
- Performs complex financial calculations and analysis of household income, debt service, debt load, credit, and financing options including layered financing.
- Determines most appropriate type, amount, terms of loan and/or grant assistance.
- Orders and/or reviews home inspections and cost estimates from Construction Services staff and/or other inspection or appraisal professionals.
- Reviews contractor cost proposals.
- Obtains and reviews environmental reviews to ensure compliance with flood insurance, lead paint, SHPO, and other funding source requirements.
- Presents loan and/or grant proposals to the Loan Review Committee for approval.
- Prepares and reviews loan and/or grant closing documents,
- Coordinates loan and/or grant closings with clients and, where applicable, attorneys, realtors and funding partners.
- Documents and assists with problem resolution during and following projects.
- Develop new and maintains existing funding partnerships.
- Maintains audit ready organized, complete, and accurate files.
- Utilizes Neighborly, Excel, and other software to document, track, and report on project status and results.
- Performs other related duties as assigned.
