As part of this mission, the Compensation & Classification unit administers the Citywide job classification and compensation programs for approximately 12,500 regular employees and more than 1,200 job classifications. This work champions internal and external equity by taking meaningful steps to ensure that similar bodies of work and levels of responsibility are paid similarly across all City departments, and that all positions are compensated fairly and competitively in the market. We are looking for a Compensation Data & Systems Specialist to support these goals.

This civil-service position is classified as a Management Systems Analyst, Senior and reports to the Compensation Program Manager. The full pay range for this step-progression position is $54.28 - $63.26 per hour. New employees begin at Step 1 of the pay progression, which is $54.28 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions.
First round interviews for this position are tentatively scheduled for Wednesday, February 19 and/or Thursday, February 20, 2025. Second interviews are scheduled for Wednesday, February 26, 2025.

This position offers the flexibility of a hybrid work schedule. Employees are expected to be in-office 2 days per week. Tuesdays are an in-office day for the team. Individual schedules will be based on agreement between the employee and their supervisor and are subject to change.

Role

Owning and serving as the technical lead for the Citywide compensation and classification data capture, storage, and retrieval strategy, including:
- Database management
- Development of data interfaces
- Development of compensation and classification reports and dashboards
- Data quality control and security
- Compliance with legal and City policy requirements surrounding compensation data
- Serving as the unit’s service desk manager, overseeing and administering data intake and first-level customer service that comes with this function
- Investigating and resolving system issues
- Developing technical and process documentation
- Analyzing and developing business processes
- Designing and implementing automated workflow systems
- Proposing and developing solutions to overcome technical and procedural barriers to meet operational needs
- Working with numerous stakeholders, competing priorities, and inter-departmental scopes
- Defining technical scope
- Managing timelines and budgets
- Coordinating technical and operational staff
- Managing and performing testing activities
Experience in:?
- Creating and maintaining data models to support business processes
- Effective business process development and analysis
- Working in an Agile project management or technical product development environment
- Working in a service desk or helpdesk environment, or comparable customer service environment
- Workday or a similar HRIS
- Working directly with and supporting operations managers and business leaders
- Analyze and document business requirements
- Design, develop, and implement effective workflow automation systems
- Bridge communication gaps between technical and non-technical audiences regarding issues and requirements
- Lead long-term and complex technical and business process development projects
- Provide excellent customer service to clients when managing requests, seeking to connect with and understand the needs of others
- Low code process automation systems
- Meeting facilitation and presenting proposed solutions
- Database design and implementing appropriate data security measures
- Verbal and written communication skills, particularly in working with clients as well as internal and external stakeholders on process implementations and improvements
- Strong competence in software including Microsoft Office Suite, SharePoint, Teams, Dynamics, Power Automate, and Adobe Sign
- Jira, Azure DevOps, or MS Project experience preferred

- Bachelor’s Degree in Business or Public Administration, Finance, Computer Science, or a related field
- Three years in systems, operations, procedures, research, analysis, or a related field

- Five years in systems, operations, procedures, research, analysis, or a related field
