Job Summary:
- The Data Systems Specialist role is part of the Admin & Clinic Services Data team that supports ETS’ mission through data analysis, data governance, database design, and excellent information management.
- This role makes a critical difference at ETS by ensuring that frontline staff and leadership have the information and tools in place to achieve our mission.
- The position is hybrid, and the days and hours are weekdays during ETS Admin business hours.
What you contribute to this role – Responsibilities:
- Help ETS succeed in carrying out our mission through working together with other staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness.
- Assist with the organization-wide initiative to reimagine our interconnectedness within our community to overcome the aspects of our society and organizational culture shaped by white supremacy and settler colonialism.
Data Analysis, Reporting, & Business Intelligence
- Provide sophisticated, statistically-sound insight into Clinic Service & Admin datasets.
- Prepare and remit reports to comply with program contracts, as needed.
- Design and store reports in data visualization studios.
- Prepare, analyze, and package reports for a variety of stakeholders, including external researchers.
Data Governance & Maintenance
- Participate in Data Governance activities and execute initiatives to improve data quality.
- Assist programmatic staff by doing data entry, user training, and data “clean-up”.
- Synthesize results of data maintenance efforts to demonstrate impact of quality improvement initiatives.
- Database, Warehousing, & Information System Development
- Participate with projects that support database development and warehousing initiatives.
Identify and implement solutions to improve data storage, integration, and reporting systems.
- Support vendor relationships, manage requests, and monitor front-end development of ETS information systems.
- Work with stakeholders and colleagues to align end user processes with system capabilities.
- Evaluate organizational data systems and participate in ETS-wide initiatives to increase their efficacy.
Documentation and Communication
- Record procedures, guides, and team decisions in alignment with best practices for department sustainability and collaboration.
- Support programmatic and administrative staff so that they are knowledgeable of, and comply with, pertinent Federal, State, County, City and funder data requirements.
- Connect with and respond to internal and external partners.
Team Membership
- Participate within Clinic and ETS spaces to anticipate needs, stay informed, and respond to changing organizational environment.
- Participate in all CS & Admin Data Team meetings to support system improvement activities.
- Support quality improvement initiatives involving data by fostering collaborative relationships with Quality Improvement and Risk Management colleagues.
- Provide expertise in Clinic Services & Admin information systems in collaboration with the Director of Information Management.
Innovation
- Monitor and survey trends, emerging technologies, issues, and approaches in healthcare business intelligence and data warehousing.

Requirements
What you bring to this role – Qualifications:
Education and/or Relevant and Lived Experience (if applicable):
- Bachelor’s degree from an accredited institution in analytics, statistics, information systems, business administration, computer science or related field is required.
- A minimum of 3 years of experience with client record databases, customer relationship databases, electronic medical records, and/or other data system is required.
- Experience with SQL Server Reporting Services (SSRS), SQL Server Integration Services (SSIS), SQL Server Management Studio (SSMS), Microsoft Azure, and Power BI is required.
- Demonstrated intermediate ability using SQL programming language in an enterprise environment is required.
- Knowledge of operations and the flow of information in a social services setting is required. o Experience with data extraction, report creation, statistical analysis, and visualization is required.
- Strong computer literacy, with at least an intermediate understanding of Microsoft Office Suite, especially Excel, Outlook, SharePoint, and Teams, required.
- Moderate understanding of cybersecurity and privacy risks within industry and how to mitigate vulnerabilities required.

Additional Essential Information:
Physical Conditions and Requirements:
- The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
- The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
- The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.
