The Office of Planning & Community Development (OPCD) ensures that City departments are aligned and coordinated in planning and advancing equitable development for Seattle’s future growth. The EDI team within OPCD is recruiting for a Project Manager with expertise in equitable planning and community development. You will provide technical and policy expertise, conduct research and analysis, and manage a diverse portfolio of projects, including capacity building, pre-development, and capital project development contracts.
Your Primary Focus Will Be On
In addition to the qualities mentioned above, you will need to possess the below required qualifications (or a combination of education, training or experience which provides an equivalent background required to perform this job):
Five years of experience in planning and research related to urban economics, human services, environmental issues, conservation, land use; or other work directly related to City planning and development activities.
OR
Four years of experience in planning and research related to urban economics, human services, environmental issues, conservation, land use; or other work directly related to City planning and development activities and an associate’s degree in public administration, planning, urban design, environmental studies or a related field.
OR
Three years of experience in planning and research related to urban economics, human services, environmental issues, conservation, land use; or other work directly related to City planning and development activities and a bachelor's degree in public administration, planning, urban design, environmental studies or a related field.
Additional Information
This job is classified as a Planning & Development Specialist, Senior and is part of a Collective Bargaining Agreement with PROTEC17 – Professional Unit. The full pay range for this step-progression position is $54.28 - $63.26 per hour. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions.

Your Primary Focus Will Be On
- Project management of EDI-funded, community-led anti-displacement commercial development and community capacity-building contracts and the associated projects
- Drafting contracts, negotiating scopes of work, and monitoring contract budgets, deliverables, compliance, and performance
- Providing technical assistance to EDI-funded community organizations
- Supporting EDI investment processes, including assisting in drafting requests for proposal (RFPs), facilitating community review evaluation panels, and analyzing input to make funding recommendations
- Supporting the administration and facilitation of the EDI Community Advisory Board
- Contributing to outreach efforts, particularly to the most socially vulnerable and marginalized people and communities
- Anti-racist and equity-based community planning work
- Nurturing and facilitating effective partnerships with communities, grantees, non-profit organizations, service providers, etc.
- Communicating effectively, accessibly, and respectfully with internal and external partners
- Professional and lived experience that reflects a commitment to equitable development
- Managed, complex projects and budgets in an environment where navigating ambiguous, complex, competing, or nuanced interests is required
- Led real estate transactions, developed strategies and alternatives, conducted independent analysis of risks, reviewed due diligence documentation, assessed budgets, and drafted, negotiated, and executed contracts for scopes of work and deliverables
- Facilitated meetings, discussions, planning efforts, or partner and community briefings to identify and resolve issues of risk, legal compliance, public policy, or public expectations and trust
- Conducted briefings with organization and community leaders that deliver compelling analysis, strategic insight, and well-considered recommendations
