Position Overview:
The Street Use Division of SDOT is hiring a Permit Services Supervisor (under the City's classification title of Civil Engineering Specialist Supervisor). Join our team of professionals who work to make Seattle a safe, reliable, and equitable city. We focus on managing activities and construction in public spaces by issuing permits, conducting inspections, planning projects, engaging with the public, and reviewing plans. As a Permit Services Supervisor, you will lead a team dedicated to helping customers with permitting services for construction projects in the public right-of-way (ROW). You’ll also work with other teams to support smooth processes and compliance with permit requirements. This position reports to the Permit Services Manager and helps achieve these key goals: Ensure the safety of pedestrians and vehicles around construction zones. Maintain quality and consistency in permitting and Right-of-Way management. Support compliance and gather the information needed for permits. Provide a streamlined, customer-friendly permitting process. Invest in the professional growth and teamwork of staff.
Oversee your team’s daily work. Assign tasks, give guidance, and make sure City goals are met. Step in to cover for other supervisors or leads as needed. Manage staffing for SDOT’s Information Desk, virtual coaching, and pre/post-application efforts. Collaborate with contractors, developers, and other applicants to reduce the impact of construction on public spaces. Coordinate pre-construction meetings to review project schedules and activities. Resolve permitting issues, construction challenges, and disputes. Investigate and address inquiries or complaints from residents, agencies, and public officials. Maintain clear, documented, and consistent permit processes so staff and the public can easily follow them. Work with leadership to ensure smooth coordination across programs. Connect with other City departments and SDOT divisions to manage construction impacts and ensure projects meet City standards and rules. Serve as a resource for City leaders by addressing community issues and offering solutions. Represent Street Use in meetings with other agencies or teams. Provide leadership and support for staff, including performance expectations, workload management, and career development initiatives. Monitor the team’s work plans and track progress toward goals. Support the department’s goals to promote diversity and social justice.
Minimum Qualifications:
- Requires five (5) years civil engineering experience including two (2) years supervisory experience, and an Associate Degree in Civil Engineering Technology or two (2) years of college level coursework in engineering and construction technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
Successful candidates will possess many of these additional qualifications or be able to demonstrate comparable experience and expertise:
- Ability to read, interpret, and articulate constructions plans, civil engineering plans, specifications, and applicable codes.
- Effective written and oral communication skills.
- Proficiency in Microsoft Office applications including Word, Excel, Access, Outlook, and PowerPoint.
Work Environment/Physical Demands:
- Most work is performed in a normal City work/office environment with hybrid options at this time.
- Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
- May be required to lift over 50 pounds.
- May be required to stand, walk, or bend for extended periods of time.
- Overnight travel may be required.

The full salary range for this position is $63.52 - $71.10 per hour.
