What are the responsibilities and job description for the Sr. Project Funds Agreement Coordinator position at City of Seattle?
- Review Federal Grants Contract program plans submitted by different units in HSD & other City Departments; ensure budget & program performance information is consistent with CDBG allocations [as per federal grants Annual Action Plan (AAP)].
- Ensure amounts charged against CDBG grants comply with contract provisions and applicable laws, rules, and regulations.
- Track and analyze program expenditures in the City Peoplesoft 9.2 and HUD IDIS databases, prepare and submit monthly Federal Funding Accountability and Transparency Act (FFATA) reports on behalf of the City for all subawards of $30,000 above.
- Provides Technical Assistance and training to City departments and external HUD federal grant recipients on contract, fiscal monitoring, and compliance reporting.
- Prepares project reports in IDIS; and works with manager to ensure accuracy of program budget submitted to Federal Grant Mgt. Unit in preparation for issuing activity Notices to Proceed.
- Prepares documents - Deed of Trust and Promissory Notes, to reconvey mature loans to support Capital Facilities team’s work.
- Reviews HUD Community Planning & Development (CPD) regulatory instructions for impact on contracting.
- Assists in the 5-year Consolidated Plan 9i and annual action plan development and provides technical assistance as needed.
- Supports eligibility specialist to ensure activity set-up in IDIS is accurate and consistent with contract budgets.
- Coordinates document submission in GDX (HUD required online records management used in HUD audit and monitoring process). Serves as primary liaison between HUD and the HSD staff and audited departments to resolve document coordination issues during HUD and/or State audits.
- Supports Federal Grants Management Unit manager in responding to local, State and HUD audits and monitoring questions and resolution of regulatory compliance issues.
- Prepares routine and custom response reports to document the City’s compliance with CBDG regulations.
- Develop policy and procedures to respond to existing and emerging regulations or federal entitlement allocation changes to determine the impact on City’s allocation of grants (e.g., Build America Buy America Act, etc.)
Requires a minimum of three years of professional experience in financial analysis, project management, grant administration, inter-agency agreements, contract administration or related work and a baccalaureate degree in business or public administration, finance, economics or other field related to this work (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class). Capital Project Management Experience, and federal funding experience.
Desired Qualifications:
- Four years’ experience with grant funded contracts administration involving federal grant programs.
- Experience working with accounting and budgeting systems to ensure accurate tracking of grant funded activities and compliance with program eligibility and allowable costs rules.
- Knowledge of key databases necessary to the CDBG work including but not limited to IDIS, HMIS, and HUD report template (e.g., CAPER, Annual Action Plan, Consolidated Plan.
- Demonstrated success facilitating allocation, RFP/NOFA processes with multiple internal and external stakeholders.
- Liaison work with federal Housing and Urban Development (HUD) and/or other federal agencies to ensure compliance with CDBG statutory requirements.
- Experience coordinating projects with other multiple stakeholders such as Public Health departments, social services or homeless service programs, capital development efforts.

The approved salary range for this position is $46.35 - $53.96 per hour.
