Position Overview:
SDOT's Street Use division has an opportunity as a Street Improvement Permit (SIP) Inspector (under the City's classification title of Associate Civil Engineering Specialist) that conducts inspections and enforcement on permitted construction and temporary uses of the right-of-way (ROW) for compliance with Title 15 of the Seattle Municipal Code, City of Seattle Standard Plans and Specifications, and the ROW Improvements Manual.
The SIP Inspector will be responsible for inspections and enforcement for SIP and Utility Major Permits (UMP) that may include private developments, Sound Transit projects, Key Arena expansion, Washington State Convention center projects, and ADA ramps. This position reports to the SIP Inspection Supervisor.
- Enforce compliance of codes and ordinances through in-person inspection visits and the issuance (if necessary) of warnings, citations, and stop work orders.
- Interpret and enforce installation per approved plans.
- Inspect and document ADA infrastructure construction in accordance with local, state, and federal requirements and guidelines, including: site prep and form checks, post-construction slope measurements, identify and collect Maximum Extent Feasible (MEF) documentation when applicable, and perform data entry to capture collected data.
- Enforce erosion/sediment control that impacts the city ROW through Best Management Practices.
- Enforce compliant of Title 15 of the Seattle Municipal Code, City of Seattle Standard Plans and Specifications, and the ROW Improvements Manual.
- Maintain the highest level of customer service through such actions as checking out complaints, responding promptly to emails/letters, interacting with other departments and employees, undertaking special site visits on request.
- Conduct pre-construction meetings.
- Maintain record of daily work and issuance of citations, warnings, and stop work orders.
- Supports SDOT goals in promoting diversity and social justice.
- Requires two (2) years of Civil Engineering experience and an Associate Degree in Civil Engineering Technology or two years of college level coursework in engineering and construction technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
- Current Washington State driver's license or ability to obtain one by start date.
Successful candidates will possess many of these additional qualifications or be able to demonstrate comparable experience and expertise:
- Experience working for a municipal transportation department.
- Demonstrated ability to read, interpret, and articulate Field Report Requests, applicable codes, ordinances, plans and specs, cut sheets, Right-of-Way Improvement Manual, street, and sidewalk pavement opening and restoration rules, parts of the Land Use Code, and other applicable rules and regulations.
- Strong background and experience in construction inspection and code interpretation.
- Experience in Engineering Plan Review, permit issuance, and/or public works maintenance and/or inspection.
- Effective written and oral communication skills.
- Ability to negotiate, mediate, and facilitate issues/concerns to a satisfactory conclusion in various environments.
- Proficiency in Microsoft Office applications including Word, Excel, Access, Outlook, PowerPoint, and Teams.
- Effectively work in a multi-cultural workplace with a diverse customer base.
- Most work is performed in a normal City work/office environment with hybrid options at this time.
- Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances, and work in or near construction sites.
- May be required to lift over 50 pounds.
- May be required to stand, walk, or bend for extended periods of time.
- Overnight travel may be required.

The full salary range for this position is $51.74 - $60.23 per hour.
