Nature of Work
Performs a variety of administrative and supervisory work in the management of the municipal liquor store operation, including but not limited to: managing and directing the day to day operations of the store; supervising and scheduling employees; establishing and administering retail objectives, including customer services objectives, operating plans, advertising strategies, store improvements, and ensuring compliance with all applicable laws and regulations pertaining to the operation of a municipal liquor store (both on and off sale).
Supervision Exercised
This position exercises general supervision over all liquor store staff.
Essential Duties

A. Establishes and administers purchasing guidelines with assures an adequate stock of high volume items, recognizes seasonal demands and maximizes profits:
a. Purchases products based upon current inventory, history of sales, special price discounts, seasonal demands, etc.;
b. Checks deliveries and bills against purchase records to ensure all deliveries match the orders and the resulting bill matches the items received.
B. Establishes and maintains an ongoing inventory system:
a. Receives goods, update inventory records and stocks on shelves, in coolers and in storeroom;
b. Records sales of inventoried items on appropriate records;
c. Conducts a full physical inventory upon direction of the City Clerk and partial inventory checks on a regular basis (at least quarterly).
C. Develops and administers financial controls to serve as a check on daily operations:
a. Develops and maintains an ongoing system of matching sales against receipts; Prepares inventory reports and checks against receipts annually;
b. Ensures Off Sale Clerks and bartenders monitor cash receipts and cash out register at the end of each shift;
c. Reconciles bad checks and trains staff to minimize acceptance of bad checks;
d. Reviews employee time cards, approves and submits to City Clerk bi-weekly for payment.
D. Establishes and maintains a formal pricing and merchandising program (with city council approval) to allow for the proper gross and net incomes, and to promote the sales of certain merchandise:
a. Sets price based upon factors including but not limited to competitive prices, purchased prices, operating costs, off sale prices, financial comparisons, net income objectives along with liquidating slow moving items and promoting specials to ensure profitability;
b. Set up displays to interest customer to buy a particular item, to introduce new products or to promote highest profit potential items.
E. Supervises an adequate number of qualified employees to perform duties related to the services and objectives of the liquor store operation:
a. Participates in evaluation of and recommends hiring of applicants who best fit the requirements of the job and who have demonstrated good employability through a previous work record or other demonstrated qualifications.
b. Provides ongoing on-the-job training for all employees.
c. Evaluates performance to ensure that only suitable employees are retained after the completion of their probationary period and to constantly monitor, update and expand the qualifications and work habits of all employees.
d. Administers a progressive disciplinary program for those employees who do not adhere to city rules and regulations, have not improved poor work habits or have not responded favorably to formal complaints or directives concerning their performance or work habits on the job.
e. Develops and posts a work schedule and coordinates assigned shifts to ensure all shifts are covered.
F. Develops, administers and trains operating policies, rules and procedures for all employees
a. Establishes guidelines to prevent selling alcoholic beverages to minors and inebriated customers.
b. Establishes rules and trains employees in conflict resolution including how to handle customers that are unruly, inebriated, underage, and those who have complaints.
c. Establishes and monitors security measures for the safekeeping of the building, staff and merchandise; trains staff.
G. Performs all duties of Bartender and Off Sale Clerk
H. Ensures equipment and machines are operating properly
a. Maintains the ice machine, bar/off sale equipment and cash registers as needed; refers complex repairs to qualified repair personnel.
b. Maintains and keeps interior/exterior building clean, including keeping sidewalks and parking lots clean and free of obstructions or potential hazards.
I. Prepares monthly business reports and presents to the council. Attends monthly city council meetings.
J. Performs other duties as assigned by the city council.
Minimum Requirements & Qualifications
A. Two year of post-secondary education with course work in business, math and/or accounting, or equivalent experience;
B. One year of supervisory or management experience in a retail store setting (Liquor Store preferred)
Physical Qualifications
Job requires individual to be physically able to stand for extended periods of time; bend, lift and carry objects. Assist with products including kegs of beer weighing 80 -100 pounds. Ability to work with cleaning chemicals on a daily basis. Ability to work with hands frequently in water or water with sanitizer, when tending bar.
Potential Hazard Exposure
Chemicals: Potential exposure to household grade and some industrial chemicals used for general cleaning.
Waste: Potential exposure to human waste during performance of duties.
Required Dress
Clean, comfortable appropriate clothing and comfortable shoes provided by employee.

Pay: $24.25 - $31.63 per hour
