A. PURPOSE:
Under the general supervision of the Director of Finance, performs responsible professional-level supervisory and accounting work in accounts payable, accounts receivable, payroll, financial analysis and reporting. Exercises supervision over lower level accounting personnel and other part-time or temporary staff as assigned.

B. DISTINGUISHING CHARACTERISTICS:
Positions in this class have supervisory responsibilities over lower level account clerks as well as one or more major functions of the Finance Department.

C. ESSENTIAL FUNCTIONS:
Performs difficult professional level accounting work, including in-depth financial analysis and auditing work; prepares a variety of financial management information reports; maintains financial records for specially funded programs, preparing budgets, accounting for and reporting revenues and expenditures and working with agency auditors; analyzes expenditures to determine eligible expenditures for charge to grant programs; performs a wide variety of cost accounting related to supply, material, equipment and labor costs; determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations; issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures; performs and assists subordinates in performing duties; adjusts errors and complaints; prepares a variety of studies, reports and related information for decision-making purposes; prepares periodic financial, statistical or operational reports as assigned; oversees preparation and issuance of paychecks and payroll;
oversees maintenance of the accounts receivable and accounts payable systems; interprets and administers the City business license ordinance; maintains budgetary data in financial system and assists with preparation of annual budget; provides customer service; prepares correspondence, reports and other written material; assists in training of computer hardware and software; performs others duties as required.

D. ESSENTIAL RESPONSIBILITIES:

1. General and Specialized Job Knowledge and Abilities:
(a)   General Knowledge of: Math, English grammar and syntax, and general office procedures.
(b)   Specialized Knowledge of: Governmental accounting principles and practices, internal control procedures, bookkeeping and accounting procedures and systems including computer applications; knowledge of payroll functions, computer data processing theory, office practices and procedures; proficient in the use of a personal computer including word processing, spreadsheet and database software; cash register; calculator; phone; copy and fax machines.
(c)   Ability to: Maintain effective accounting procedures, carry out assigned projects to their completion; communicate effectively verbally and in writing; establish and maintain successful working relationships with employees and the public; effectively supervise subordinates; work under pressure and/or frequent interruptions.

2.  Resources, Including Money, Equipment, Materials and RecordsHigh fiscal responsibility for cash, general ledger, budgets, accounts receivable, and fiscal records and reports where the impact of error is high and mistakes could result in great damage to the City. 

3.  Solving ProblemsCity and auxiliary agency financial problems; accounting, data processing and auditing procedures; personnel and clients.

4.  Performance of OthersAssigned accounting processing; functional responsibility for accounting, budget and financial matters pertaining to all City departments.

5. Relations With:    
(a)    Internal Relations with: City Manager; Finance Director; all City Department Heads; and all City employees.
(b)    External Relations with: General public; contractors; business owners; dog owners; other governmental agencies; IRS; State Franchise Tax Board; vendors; financial institutions.

6.     Communications:    
(a)    Oral: conversations; negotiations; presentations.    
(b)    Written: Letters and memos; reports; budgets; and presentations.    
(c)    Visual: Reports; graphs; statistics; technical manuals; laws and regulations.

7.     Safety:    
(a)    Hazardous conditions:    Minimal office. Some local area driving.    
(b)    Frequency:    Daily.    
(c)    Consequence: Minor, except for traffic accidents.    

8.     Tolerance of Job ConditionsThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. 9. Physical Aptitude:    
(a)    Above average finger dexterity.
(b)    Minimal lifting; occasionally move or lift boxes ,of records or computer paper.

10.    Application of Mental and Physical EffortHigh levels of concentration for extended periods in problem solving, developing data and reports. Physical effort is generally minimal.

E. PREREQUISITES:   

1. Education and Experience:    Any combination equivalent to graduation from an accredited four-year college or university with a degree in accounting, business management or a closely related field, and one (1) year of accounting or bookkeeping experience, or four (4) years of experience in municipal finance or closely related field.

2. Licenses, Registrations, Accreditation, etc: Possession of a valid Class C California Motor Vehicle Operators License. Must be bondable.

Salary : $62,521 - $80,597
