The City of Sequim is seeking internal candidates for a Construction Inspector position. The Construction Inspector I/II position is responsible for overseeing construction and right-of-way inspection for public and private development projects within the City’s jurisdiction. Candidates may be hired as Construction Inspector I or II depending on certifications and relevant experience.
BASE SALARY RANGE:Construction Inspector I: $34.69 - 41.37 per hour
Construction Inspector II: $37.91 - 45.21 per hour
According to the Collective Bargaining Agreement, candidates will start at the lower end of the range.
This position is eligible for longevity pay, which entitles the employee to a 2% pay increase for every five years employed at the City, to a maximum of 8% after 20 years. Taking these numbers into account, the salary for this position could ultimately range from $34.69 - $48.83 per hour, with the upper pay appropriate for an employee who had 20 years of longevity with the City of Sequim.
CONSTRUCTION INSPECTOR I:
- Assist in the inspection of construction activities related to streets, sidewalks, stormwater, water, wastewater, and other public infrastructure.
- Conduct field reviews to ensure work aligns with approved plans, permits, and safety regulations.
- Perform basic materials testing and quality control checks under supervision, including soil compaction and concrete/asphalt sampling.
- Monitor and document erosion control measures to ensure compliance with environmental regulations.
- Assist with right-of-way permit review, tracking, and field inspections.
- Document construction progress through daily reports, photographs, and inspection logs.
- Communicate with contractors, utility providers, and City staff to report issues and relay inspection findings.
- Support senior inspectors and engineers in coordinating construction activities and resolving field conflicts.
- Attend pre-construction and progress meetings as needed.
- Perform other duties as assigned.
CONSTRUCTION INSPECTOR II:
- Construction Inspections: Inspect construction work for streets, storm sewers, utilities (water, wastewater), street lighting, and traffic signals to ensure compliance with engineering plans, project specifications, safety codes, and environmental regulations.
- Right-of-Way Inspections: Oversee work in City rights-of-way to ensure protection of existing and future infrastructure. Review and process right-of-way permits and inspect traffic control plans to ensure proper placement of safety measures and signage.
- Permit Processing: Assist with the review, issuance, and tracking of permits related to City infrastructure, including water and sewer connections, street work, and utility projects.
- Quality Control and Materials Testing: Monitor and coordinate the testing of construction materials such as concrete, asphalt, aggregates, and soil compaction to ensure compliance with project standards.
- Erosion and Sediment Control: Inspect and enforce erosion and stormwater management measures on construction sites. Ensure adherence to regulatory requirements.
- Document Management: Maintain detailed inspection reports, daily logs, testing results, and contractor time tracking. Ensure that all records are accurately maintained in compliance with Public Records requirements as well as City standards and funding requirements.
- Coordination: Attend pre-construction, progress, and final inspection meetings. Collaborate with engineers, contractors, and City departments to address construction-related issues, adjust timelines, and ensure proper project execution.
- Department support: Participation in development review and engineering drafting/fieldwork as needed.

CONSTRUCTION INSPECTOR I:

- Knowledge of civil engineering principles and practices related to construction inspection.
- Familiarity with materials testing, construction safety protocols, and erosion control methods.
- Ability to read and interpret engineering drawings, plans, blueprints and specifications.
- Proficiency in relevant computer programs and project management software (e.g. Microsoft Office, Bluebeam, CAD, GIS) for data management and report preparation.
- Strong documentation skills, including keeping detailed daily reports, logs, and records related to construction activities, materials testing, and project timelines.
- Strong analytical and problem-solving skills to address construction challenges and resolve conflicts.
- Excellent verbal and written communication skills for a variety of audiences, including contractors, developers, City staff, and the public.

CONSTRUCTION INSPECTOR I:
- Graduation from high school or equivalent AND three years of experience in construction, maintenance, municipal public works maintenance, or a related field;
OR
- Bachelor’s degree in construction management, civil or environmental engineering with E.I.T. certification;
OR - Any combination of the above education and experience that provides the necessary skills and knowledge to perform the duties of this position.
- Valid Washington state driver’s license or ability to obtain one within six months of hire.
- A traffic control flagger certification and CPR/First Aid certifications are required within six months of hire and must be maintained for duration of employment.
- Certified Erosion & Sediment Control Lead within one year of hire.
- Construction Materials Testing certifications preferred.
CONSTRUCTION INSPECTOR II:
- Graduation from high school (associate degree in a related field preferred) AND five years of prior experience in engineering design and/or construction inspection,
OR - Bachelor’s degree in construction management, civil or environmental engineering with E.I.T. certification, or a related field, and three years of prior experience in construction inspection,
OR - Any combination of the above education and experience that provides the necessary skills and knowledge to perform the duties of this position.
- Valid Washington state driver’s license or ability to obtain one within six months of hire.
