The City of Sequim is seeking an experienced Construction Inspector to join our team on a temporary basis, to support development in West Sequim Bay (WSB) and ensure compliance with high standards and regulatory requirements. This role will focus on inspection of the West Sequim Bay Road Corridor Project, a multi-million-dollar, multi-year infrastructure initiative. This is a limited-term position of approximately two years, subject to the length of the project and at City discretion. The position requires extensive experience in road construction and utility inspection. Under the supervision of the City Engineer, the Construction Inspector - WSB will ensure compliance with all contract specifications and environmental requirements, while coordinating between the City, contractors, and engineering consultants.

  • Construction Inspections: Inspect construction work for streets, storm sewers, utilities (water, wastewater), street lighting, and traffic signals to ensure compliance with engineering plans, project specifications, safety codes, and environmental regulations.
  • Right-of-Way Inspections: Oversee work in City rights-of-way to ensure protection of existing and future infrastructure. Review and process right-of-way permits and inspect traffic control plans to ensure proper placement of safety measures and signage.
  • Permit Processing: Assist with the review, issuance, and tracking of permits related to City infrastructure, including water and sewer connections, street work, and utility projects. 
  • Quality Control and Materials Testing: Monitor and coordinate the testing of construction materials such as concrete, asphalt, aggregates, and soil compaction to ensure compliance with project standards.
  • Erosion and Sediment Control: Inspect and enforce erosion and stormwater management measures on construction sites. Ensure adherence to regulatory requirements.
  • Document Management: Maintain detailed inspection reports, daily logs, testing results, and contractor time tracking. Ensure that all records are accurately maintained in compliance with Public Records requirements as well as City standards and funding requirements.
  • Coordination: Attend pre-construction, progress, and final inspection meetings. Collaborate with engineers, contractors, and City departments to address construction-related issues, adjust timelines, and ensure proper project execution.
  • Department support: Participation in development review and engineering drafting/fieldwork as needed.
  • Other duties, as assigned

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of City codes and other applicable regulations related to construction/right-of-way inspection.
  • Knowledge of civil engineering principles and practices related to construction inspection.
  • Familiarity with materials testing, construction safety protocols, and erosion control methods.
  • Ability to read and interpret engineering drawings, plans, blueprints and specifications.
  • Proficiency in relevant computer programs and project management software (e.g. Microsoft Office, Bluebeam, CAD, GIS) for data management and report preparation.
  • Strong documentation skills, including keeping detailed daily reports, logs, and records related to construction activities, materials testing, and project timelines.
  • Strong analytical and problem-solving skills to address construction challenges and resolve conflicts.
  • Excellent verbal and written communication skills for a variety of audiences, including contractors, developers, City staff, and the public.
  • Ability to interact effectively and diplomatically with a variety of audiences, including contractors, developers, City staff, and the public, handling conflicts, inquiries, and complaints in a respectful and professional manner.
  • Graduation from high school (associate degree in a related field preferred) AND five years of prior experience in engineering design and/or construction inspection;
     OR
  • Bachelor’s degree in construction management, civil or environmental engineering or a related field (E.I.T certification preferred), and three years of prior experience in construction inspection;
     OR
  • Any combination of the above education and experience that provides the necessary skills and knowledge to perform the duties of this position.
  • Valid Washington state driver’s license or ability to obtain one within six months of hire.
  • A traffic control flagger certification and CPR/First Aid certifications are required within six months of hire and must be maintained for duration of employment.
  • Certified Erosion & Sediment Control Lead within one year of hire.
  • Construction Materials Testing certifications preferred.
WORKING CONDITIONS

Work is performed in both office and field environments, requiring frequent site visits and inspections. In the office, the work involves standard clerical duties, such as report writing, project documentation, and communication with City staff, contractors, and the public. Fieldwork requires exposure to a variety of weather conditions, including rain, heat, and cold, and involves navigating uneven terrain, trenches, and confined spaces. Inspections may occur in active construction zones with the presence of loud machinery, heavy equipment, and potential hazards such as chemicals, fumes, and moving vehicles.  The role requires regular standing, walking, climbing, and lifting of materials weighing up to 50 pounds. The employee must also be capable of inspecting construction sites by maneuvering around obstacles and maintaining balance. Occasional bending, kneeling, or crouching may be required during inspections. Visual and auditory acuity are necessary to ensure safety and accurate observation of site conditions, and the ability to operate a motor vehicle is required for travel between locations.  Safety protocols must be strictly adhered to, including the use of personal protective equipment (PPE) such as hard hats, high-visibility vests, and protective footwear when on-site.

Salary : $78,853 - $94,037
