The GIS Tech assists with the development and ongoing maintenance of City-wide Geographic Information System (GIS) data by developing, creating, maintaining, editing, updating, and analyzing spatial and non-spatial data. Based in the Information Technology (IT) department, the GIS Tech will utilize data with various software packages to design, create, and update map-based outputs. In addition, this role supports an end user Service Desk and provides technical support, installation and maintenance of the City’s PCs, printers and other hardware devices. The GIS Tech may also assist with system implementation and maintenance activities related to the City's network and telecommunication systems. There may be occasional field work to collect primary data, verify existing geospatial information, conduct surveys, or support off-site end users or City property connections.Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:
  • Provide GIS and data management support; assists in the preparation and maintenance of maps, databases.
  • Create maps using spatial database engines; update and track changes to as-built maps.
  • Update and reconcile GIS database with asset management software (Cartegraph) using ESRI platform.
  • Research problems and make recommendations for changes; assist in the implementation of new systems; train and educate staff and general public on new systems.
  • Use GIS tools to manage citywide utility data (stormwater, sewer, water, streets, signs, etc.) from various data sources, including GPS/Survey and digital/hard copy formats.
  • Manage spatial data for various city departments using GIS tools and diverse data inputs. 
  • Perform data analysis and spatial mapping for custom requests, quality assurance, presentations, and more with GIS techniques.
  • Compose new maps and visualizations and update existing ones in collaboration with various City departments, as requested.
  • Support Department of Community and Economic Development needs in zoning, land use, transportation, and environmental planning through duties such as report/map creation and data and spatial analysis.
  • Prepare written documentation to communicate processes and procedures, including technical documentation explaining geoprocessing scripts.  Assist in troubleshooting and user support.
  • Acquire data and information from various sources to develop the City’s GIS database and for use in mapping projects to meet user needs.
  • Leverage AI technologies to enhance spatial data analysis and decision-making processes, including implementing machine learning algorithms for pattern recognition and predictive modeling within GIS platforms.
  • Perform quality control procedures to ensure GIS database integrity.
  • As directed, learn, build and maintain web applications using ESRI software tools.
  • Conduct field verification and surveys as needed.
  • Track and document IT support requests using Service Desk management system.
  • Serve as primary point of contact for large format printer, providing user support and organizational needs.
  • Maintain, diagnose, service, and repair computer hardware, related peripherals and software at various locations.
  • Provide technical assistance and instruction to customers on basic technology and tools.
  • Respond to emergencies; participate in response planning, staffing and coordination 
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of:
  1. Geography, Cartography, and Geographic Information Systems theories, principles, and standard best practices.
  2. Use of GIS mapping software and geometric networks to maintain utility GIS data.
  3. Developments and trends in the field.
  4. Standard office practices and procedures including business English, business document format, spelling, grammar, punctuation, vocabulary, filing and math.
  5. Computer software including word processing, spreadsheet, database applications, accounting and specialized software consistent for this position.
  6. City and Department functions to effectively screen inquiries and process related requests.
Skill in:
  1. Operation of office software and equipment to effectively perform the duties and responsibilities of the position.
  2. Self-starting and being motivated with the ability to work independently.
  3. Being trustworthy and honest; taking accountability when appropriate.
  4. Applying problem solving, logic and reasoning to determine solutions, conclusions or approaches to problems.

  1. Prepare a variety of documents including technical reports and maps with strong attention to cartographic principles and details, with ability to document procedures used. 
  2. Collaborate and form partnerships with other departments, agencies, and municipalities to develop GIS capabilities and integrated land information systems.

  4. Comprehend policies and procedures, written instructions, and general correspondence.
  5. Share appropriate information and support other team members.
  6. Demonstrate a consistent level of accuracy and thoroughness.
  7. Organize, schedule, prioritize and perform duties with limited supervision.  
  8. Prioritize duties to accomplish a high volume of quality work product, meet deadlines, and improve overall department/office efficiency.
  9. Observe, follow instructions, and complete assignments accurately and within deadlines.
  10. Develop and maintain effective working relationships with staff and the public.
  11. Maintain confidentiality and discretion regarding information read or heard.
  12. Handle interruptions; combine routine workload with special assignments.
  13. Work the required hours of the position.
  • Minimum Education: Bachelor's degree from an accredited college or university in Geographic Information Systems, Geography, Computer Science, Information Technology, Engineering, or related field.
  • Minimum Experience: Two or more years of related work experience in GIS performing similar duties.
  • Equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities may be considered.
  • Certifications specific to area of specialty may be required.
  • Washington State Driver's License required or the ability to obtain within 6 months of hire.
Working Conditions

The work environment is primarily in an office setting with some work outdoors; physical capability to maneuver outdoor work sites is necessary. Inside work involves sitting and standing for extended periods of time; walking; talking and hearing; using hands to operate objects or tools including keyboards; vision ability to read reports, electronic information, and complex technical, financial and legislative materials either from written or computer terminal sources. The incumbent may be required to push, pull, lift or carry up to 25 pounds; bending at the waist, kneeling, and reaching, using arms and hands. 

There also may be occasional public and other meetings. Fieldwork may be performed under a variety of adverse weather conditions including hot weather, rain or snow and may involve contact with hazardous terrain and surfaces. Travel within the City is required on a regular basis.   The employee may be exposed to hazards; depending on the exposure, the employee shall be required to wear appropriate safety protection. The incumbent may be required to attend meetings during other than normal work hours; some evening and/or weekend meetings or presentations; and occasional out of town travel and overnight to seminars/meetings.

Salary : $70,054 - $83,554
