What are the responsibilities and job description for the GIS Manager/Analyst position at Lower Elwha Klallam Tribe?
OVERVIEW: This position has the primary responsibility to compile, manage, interpret, analyze, and use spatial related data and computer-generated maps. This product-based position is crucial to the Tribe’s management decisions regarding a wide variety of interrelated services, facilities, and natural resources.
ESSENTIAL FUNCTIONS OF JOB: The GIS Analyst will lead and manage tribal spatial data associated with natural resources, community development, and other disciplines. The vast majority of work will typically be related to natural resources assessment, monitoring, restoration, and conservation lands acquisition within the Tribe’s Usual and Accustomed Areas.
These responsibilities include, but are not limited to:
- Assess and address Tribal spatial data needs. Research and compile data that address the need of the Tribe from local, state, federal and other sources.
- Use a variety of technologies to create data sets (e.g. Global Positioning System, Digital Orthophoto Quadrangles, digitizing, converting CAD drawings, etc.)
- Deliver mapping products in a systematic and timely manner.
- Maintain program records for accurate accounting to various funding sources.
- Communicate with community members and staff to define their mapping and other electronic data needs.
- Participate in inter-governmental and department meetings.
- Ensure that the Tribe’s Geographic Information System capacity is current and compatible.
- Monitor and maintain equipment and software.
- Operate and manage GIS databases.
- Assist in tribal capacity development through on the job training of staff in basic mapping and data management skills.
- Learn and produce scripting tools necessary for spatial analysis.
- Develop methodologies that are necessary for scientific research and analysis.
- Design and implement specialized databases for particular departments according to their needs and skills.
- Operate and manage networked GIS databases.
- Assist other staff with GIS Workstations.
- Attend professional development training in order to maintain cutting edge job proficiency.
Natural Resources Field Support:

If desired, and as opportunities arise, assist Fisheries, Wildlife, and other programs with field work support. These activities may include, but are not limited to, the following:
- Wildlife capture and monitoring
- Fisheries monitoring (redd surveys, smolt monitoring, etc.)
- Fisheries management – assist with boat-based assessment activities.
- Assist Fisheries, Wildlife, and other programs with data management, as needed.
OTHER DUTIES AND REQUIREMENTS:
- Must be able to comply with the LOWER ELWHA KLALLAM TRIBE policies and procedures, including the Drug Free Workplace.
- Participate in tribal community and public meetings to review GIS data with the community, as necessary.
- Work with staff toward the long-range land use planning goals.
- Participate in community/emergency/natural resources/restoration as well as other planning processes.
- Perform other job-related duties as assigned.
QUALIFICATIONS: Master of Science in applicable Natural Resources field and five years of applied experience.
- Skilled knowledge and experience developing and maintaining data communication systems and architecture.
- Requires college level coursework or work experience in computer mapping.
- College level experience mapping data structures (Use of Global Positioning System [GPS] and Geographic Information Systems [GIS] library files).
- The ability to manage multiple projects at one time and be very results-oriented
- Advanced knowledge of Microsoft technologies and environments, particularly Windows 2010, Office 2016 (or later) with emphasis on Excel, Power Point, Word, Access, etc. and Visual Basic.
- Degree in a related field and/or industry certifications required.
KNOWLEDGE, SKILLS, ABILITIES REQUIRED BY POSITION:
- Ability to follow instructions and adhere to prescribed routines and practices, policies, and procedures.
- Advanced understanding of Microsoft Excel, Word and R software is preferred.
- Significant knowledge of scientific methods and study design necessary to establish monitoring programs.
- Ability to establish and maintain good communications with tribal staff, state and federal agency personnel, and members of the local community.
- Advanced oral and written communication skills.
- Sitting/standing for long periods of time at desk
- Requires ability to work with fisheries, wildlife, and other Natural Resource Field teams in inclement conditions that involve traversing uneven ground and slopes.
