Objective

Under general supervision as an unarmed, non-sworn employee, perform a variety of technical support activities associated with the tracking, handling, and safekeeping of evidence and found property. Perform technical criminal investigative work related to the collection, preservation, and identification of physical evidence, including electronic devices, computers, electronic data storage media, and the data contained within necessary for the successful prosecution of criminal cases in a court of law. Receive and respond to citizen inquiries over the telephone and at the public counter and give general assistance or direction as appropriate. Perform Police Dispatcher, Records, and other duties as needed or assigned.

DISTINGUISHING CHARACTERISTICS

This classification is distinguished from that of a sworn position in that it does not have the full duties of a police officer. Under general supervision, this classification is required to independently perform the full range of non-sworn assigned duties within established procedures.

Essential Job Duties and Responsibilities

  • Receive property and evidence, document the receipt, maintain the physical integrity and control and the chain of custody, and physically store the property and evidence in the designated property and evidence room.
  • Process items for physical evidence, including biological samples and latent fingerprints, and adhere to proper standards for collection.
  • Prepare evidence for submittal to outside agencies or labs for analysis, including packaging, securing, and preserving evidence items, preparing required forms, and submitting forms with evidence to labs.
  • Release and purge property and evidence following appropriate federal, state, and local laws and regulations; prepare evidence and property for auction and / or disposal upon completion of court proceedings.
  • Initiate, organize, update, maintain, and control access to complex filing systems and records, including highly sensitive case files.
  • May receive and screen visitors and telephone calls; answer questions; distribute forms; and provide a variety of information requiring the use of judgment and the interpretation of laws, policies, and procedures.
  • Perform difficult, complex, technical, and / or specialized office support work that requires the exercise of independent judgment, the application of technical skills, and detailed knowledge of the activities and procedures specific to the Police Department.
  • Prepare correspondence, reports, forms, receipts, and specialized documents; provide technical assistance to co-workers, including instruction on proper evidence collection and maintenance techniques.
  • Properly document and seize computers, computer storage media, and electronic storage devices from crime scenes and other locations as required.
  • Provide training to department personnel who may encounter electronic evidence in the course of their duties.
  • Maintain proper care and usage of all equipment, including reporting lost or damaged equipment.
  • Perform technical, detailed, and responsible law enforcement support work.
  • Prepare clear, concise, and accurate reporting and other written materials.
  • Use office equipment, including computers and computer software, to prepare clear, concise, and comprehensive reports and other correspondence.
  • Facilitate a variety of specialized training for new and current officers, communicate with other agencies to provide information, address concerns, and resolve any issues.
  • Assist in the field with special events, traffic control, and abatement operations.
  • Organize and maintain files; prioritize work and meet deadlines.
  • Perform Police Dispatcher and Records duties as needed.
  • Perform body-worn camera-related duties as needed.
  • Transport evidence to the Kern Regional Crime Lab and Kern County Sheriff's Office CSI Unit for processing.
  • Transport evidence to the Kern County DA's Office for examination on an as requested basis.
  • Transport property and evidence to the landfill, special waste facility or to other disposal sites as needed.
  • Transport items to officers on scenes, such as yellow boxes, body blankets, or other items.
  • Attend public outreach events such as job fairs, school career days, and National Night Out events, and is required to drive a city vehicle to those events.
  • May be required to testify in court, or attend training classes, which will require driving a city vehicle.
  • Perform duties of a disaster services worker in the event of an emergency.
  • Perform other related duties as assigned.

Minimum Requirements

EDUCATION AND EXPERIENCE

Any combination of education and experience that may provide the knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be :

  • High School Diploma or equivalent
  • Two (2) years of clerical, general office experience preferably in a municipal or county law enforcement setting; or
  • 60 semester or 90 quarter units of coursework in criminal justice or related field of study may be substituted for the two-year work experience.
  • LICENSES AND / OR CERTIFICATIONS

  • Valid California Class C driver's license with a good driving record.
  • Basic POST Dispatch Certificate is highly desired.
  • Knowledge, Skills, and Abilities

  • Principles, practices, and safe work methods used in collecting, processing, logging, storing, and safeguarding evidence, property, and materials, including hazardous materials.
  • Basic law enforcement theory, principles, and practices and their application to a wide variety of services and programs.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Proper safety methods and procedures affecting assigned duties.
  • Basic interviewing methods and principles.
  • Methods and techniques used in customer service and public relations.
  • Proper English usage, including spelling, grammar, and punctuation.
  • Modern office procedures and methods, including computer equipment, word processing, spreadsheet, database, graphic presentations, and other needed specialized software applications, and internet and electronic communication usage and methods.
  • A variety of automated and manual law enforcement systems.
  • Computerized technology and peripheral devices; photography equipment and report writing methods.

  • Use and operate assigned tools and equipment including portable radio, camera, and evidence kits.
  • Move heavy items of property and evidence weighing up to 50 lbs.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Establish and maintain effective working relationships with those contacted in the course of work, including City and other governmental officials, community groups, and the general public.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Perform standard police dispatch and records duties exercising independent judgment, working with minimum supervision, making sound decisions in emergency situations, operating common dispatch equipment, maintaining standard familiarization with the various dispatch database systems, and maintaining a current POST Dispatch Certificate.
  • Report to work nights, weekends, and holidays in addition to the regular work schedule.

  • Work is performed in an outdoor / indoor environment.
  • Travel from site to site.
  • Exposure to noise, inclement weather, chemicals, fumes, mechanical and electrical hazards, moving objects, traffic, and traffic hazards.
  • May be required to respond to emergency calls after hours including evenings and weekends.
  • The position requires that incumbents be willing to traverse rough terrain and withstand adverse weather conditions; observe autopsies and evidence associated with violent crimes.

  • California Public Employees Retirement Plan (CalPERS) in accordance with the California Public Employees Pension Reform Act (PEPRA) : Miscellaneous 2% @ 55 or 2% @ 62.
