General Description
Performs intermediate professional and administrative work planning, directing, coordinating, and supervising housing programs, services, and staff, ensuring compliance with Federal, State, and City regulations, administering and monitoring department budget and grants, preparing reports, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the City Manager. Departmental supervision is exercised over all personnel within the department.
Essential Functions
- Plans, organizes, and directs the daily operational activities of the department; ensures the administration of all department affairs; coordinates work with City Manager and other departments.
- Ensures compliance with ordinances, rules, regulations, and policies of HUD, the City, and City Council.
- Prepares a variety of reports and administers grants.
- Prepares budget for HUD and City, monitors expenditures.
- Evaluates performance of employees.
- Serves as a liaison between HUD and City.
- Attends homeowners' meetings and holds meetings with residents when required.
- Develops CFP applications for modernization funds and administers program.
- Deposits rent collections and prepares invoices for payment.
- Counsels and advises residents on a variety of matters regarding homeownership opportunities, lease information, scholarships, and other opportunities offered by HUD.
- Investigates housing discrimination complaints on behalf of City; prepares report on findings.
- Counsels Resident Association and residents on planned activities.
Typical Qualifications
Bachelor's degree with coursework in political science, sociology, social services, or related field and considerable experience in federally funded housing programs in an administrative capacity including supervisory experience, or equivalent combination of education and experience. Completion of required HUD trainings including the Public Housing Management certification within one year of hire. Valid driver's license in the State of North Carolina.
Comprehensive knowledge of the principles and practices of public administration; comprehensive knowledge of public housing finance practices; comprehensive knowledge of the laws, ordinances, rules, and regulations pertaining to a public housing agency; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to write clear and concise reports, memoranda, directives, and letters; ability to analyze complex problems and develop comprehensive plans from general instructions; ability to meet with tenants to discuss problems and complaints; ability to plan, direct, and coordinate the work of subordinates; ability to establish and maintain effective working relationships with associates, Federal, State and local officials, and the general public.
