The Part-Time Capital Projects Manager manages the design and construction of capital facility, water, wastewater, storm water, reclaimed water, transportation, and other miscellaneous projects for the city. This position is accountable for the quality and productivity of the project consultant team, and for overseeing and managing the successful completion of City’s construction and/or capital improvement projects including, but not limited to, project administration, preparation of plans and specifications, budget management, schedules, public relations, inter-agency coordination, and quality construction.
  • Develops and updates the city 6-year water, sewer, storm, and transportation capital improvement project plans. Prepares and updates project information sheets with accurate design and construction cost estimates for budgeting purposes.
  • Reviews all preliminary and final project reports/plans/specifications/estimates to ensure engineering consultants are consistent, and follow legal, City, and State guidelines. Reviews all documents for accuracy and any potential constructability issues.
  • Prepare requests for consultant design services, evaluates proposals, and manages professional service contracts.  Assure that the project team members are clear on project purpose, process, and goals.
  • Review costs and productivity of professional service contracts and proactively makes recommendations to the Public Works Director regarding consultant team performance.
  • Oversees project bidding and ensures public works bidding is appropriately administered. Maintains City standard specifications for capital projects, updates as needed and prepares new specifications.
  • Coordinates handover from design to construction, including coordination with Engineers, inspectors, maintenance, operations, and other agencies. Ensures appropriate construction notices, press releases, and website updates are completed on a regular basis.
  • Resolves construction issues/changes, writes change orders, and negotiates contracts. Responds to contractor requests for information and approval for substitution of materials and/or methods.
  • Tracks construction schedules, manages budgets, pay estimates, change orders and reviews quantities for accuracy.
  • Performs regular project site visits and attends weekly team meetings with the design team and general contractor.
  • Manages pavement rehabilitation projects with the street maintenance division, including in-house design of smaller projects. Updates the yearly pavement condition index ratings, a yearly State of the Streets Report, and Transportation Benefit District expenditure report. Prepares and gives presentations to Council on both reports.
  • Reviews traffic control and lane/road closure plans, resolves traffic issues, and coordinates construction activities with all affected agencies city-wide.
  • Issues contract notices, such as: notice to proceed, suspensions, substantial Completion, physical completion, stop work, terminations, and liquidated damages.
  • Responds to citizen complaints regarding construction, resolves them, and coordinates with citizens/businesses for traffic issues/water shutdowns. Reviews water shutdowns for business impacts, coordinate with businesses/public, construction sequencing to lessen impacts.
  • Prepares project summaries and conducts after action reviews.
  • Assist in managing public information, including news releases, quarterly public meetings, project website updates, and other communication vehicles as needed, with the Community Outreach Specialist.
  • Makes presentations to City Officials, community groups, contractors, and citizens.
  • Assists in the development, administration, maintenance, and oversight of the budget including the annual budget; makes recommendations and forecasts for future funds needed for the design and construction of projects. Notifies the Public Works Director on any construction milestones/issues that could escalate, or budget concerns.
  • Manages federally funded jobs to ensure the project and City staff are meeting all the additional documentation requirements. Stays up to date on all federal and state requirements, WSDOT Local Agency Guidelines (LAG), WSDOT Construction Manual, prevailing wage requirements, and Federal Title 6 compliance and reporting.
  • Keeps electronic and paper file records as are necessary to document project activities and costs.
  • Identify, research, coordinate, and develop applications for funding to include long term funding solutions for projects. Track grant funding cycles, identify funding gaps, and propose possible solutions to reduce project delays.
  • Communicate and coordinate with Financial Department regarding financing options, grants, loans, and project budgets. Coordinates monthly project update team meetings with the Engineering Division and Finance Department.
  • Serves as a member of the City Emergency Operations Center and Public Works emergency response purposes for the City.
  • In the absence of the Public Works Director or under his/her direction, may serve as the City representative with outside agencies and consultants, Boards, Commissions and City Commission.
  • Manage and develop positive relations with project stakeholders, such as the State, County, economic development agencies, shellfish growers, and local tribes.

EDUCATION AND EXPERIENCE:
 Bachelor’s degree in civil engineering or related field and a Professional Engineer (PE) license, and a minimum of three (3) years of progressively responsible civil engineering experience in designing and managing public works projects; or an equivalent combination of project management experience, education, and training to manage the design and construction of large municipal capital improvement projects.

COMMUNICATIONS SKILLS:
Demonstrated proficiency in preparing technical documents and other correspondence related to large-scale public works projects.  Ability to express ideas clearly and concisely, orally and in writing.  Demonstrated ability to work cooperatively in a team environment and to effectively communicate with team members and others.  Ability to effectively communicate project status to team members and superiors.  Ability to work courteously and effectively with City staff, regulatory agencies, the business community, contractors, suppliers, and citizens.
 
MATHEMATICAL SKILLS:
Ability to complete mathematical calculations required for the position.  Ability to track project costs and control expenditures according to the project budget.  Demonstrated understanding of public sector budgeting, governmental finance issues and fund accounting.

REASONING ABILITY:
This person is expected to exercise a high degree of sound independent judgment and be able to work within established guidelines with little or no direct supervision.  Ability to solve problems and deal with a variety of variables in situations where little or no standardization exists.  Ability to interpret a variety of information and instructions furnished in written, oral, diagram, or schedule form.
 
CERTIFICATES, LICENSES, REGISTRATIONS:  Be a registered Professional Engineer (PE) in the State of Washington, or have an equivalent combination of project management experience, education, and training required for the position.
