CITY OF SHELTON JOB POSTING 12172024 DEPARTMENT: WATER POLLUTION CONTROL PLANT JOB TITLE: WPCP SUPERINTENDENT SALARY WAGE RANGE: $120,000 - $128,000
GENERAL DESCRIPTION: Manages, coordinates and directs the wastewater functions, including treatment plant and pumping station, collections, treatment and reuse. Provides oversight and expertise on complex and difficult and or sensitive issues pertaining to wastewater operations. Other duties as needed.
SUPERVISION RECEIVED: Works under the general supervision of the Mayor.
SUPERVISION EXERCISED: Has direct supervision of Operators, Chief Operators, Mechanics, Chief Mechanics and Lab Technicians.
EXAMPLES OF DUTIES: Plans and directs work objectives and activities of a medium sized work unit. Maintains operations on a continuous basis, remains on-call 24 hours a day. Counsel’s employees and supervises training, administers union contract language, recommends selection, conducts employee performance evaluations and assures safe work practices. Drafts bid specifications for the purchase of equipment, supplies and services. Coordinates activities with other departments, including emergency services required by the weather. Maintains liaison with various local, state and federal agencies involved in monitoring and controlling Water Pollution Control activities. Recommends policy regarding water pollution control, such as alternate methods of processing and disposal. Prepares the annual report of WPCA operations. Attends all meetings and prepares and presents required reports to the WPCA Board of Commissioners. Prepares monthly and annual state and federal reports, i.e.: Monthly Operating Report (MOR), Discharge Monitoring Report (DMR) to CT DEEP and Nitrogen Analysis Report (NAR) for the Federal EPA, and any other special or ad hoc reports as required. Prepares annual budget and controls the expenditures of fund allocations within budgeted amounts. Monitors excessive variances with detailed description of rational related to the unexpected expenditure.
QUALIFICATIONS: A Bachelor’s degree from an accredited college or university in biological sciences, mechanical engineering, public administration, or related areas. Four (4) years’ experience in the operations of a Water Pollution Control plant, including two (2) years in a supervisory capacity in no less than a Class II facility, or an equivalent combination of education and qualifying experience substituting on a year-for-year-basis.
SPECIAL REQUIREMENTS: Must possess a Class IV WPC certificate or hold a Class III W.P.C. certificate and must be able to obtain a Class IV W.P.C. certificate within twenty-four (24) months.
KNOWLEDGE, SKILLS AND ABILITIES: Required Knowledge and Skills: Experience with operating and maintaining wastewater collection, treatment and reuse systems, laboratory sampling, testing and results evaluation. Budget development and CITY OF administration. Applicable laws, codes and regulations. Strong knowledge of methods & precautions storing and handling hazardous chemicals. Working knowledge of applicable OSHA standards for this industry. Employee supervision and review, annual performance evaluation, motivation, training and when necessary following progressive discipline standards. Program development and goal setting. Software applications, programs and platforms related to wastewater operations. Skill in: Overseeing a broad-based plant operation, maintenance and repair program. Using initiative and independent judgment within general policy guidelines. Identifying and resolving operational, technical and procedural problems. Setting priorities, coordinating multiple activities and meeting critical deadlines. Recognizing unusual, inefficient or dangerous operating conditions. Developing and implementing goals, objectives, policies, procedures, budgets and capital improvement plans. Establishing and maintaining effective working relationships. Perusing and interpreting specifications, plans and contracts. Interpreting, applying and explain complex policies, codes and regulations. Computer proficiency in Microsoft 365 Office and SCADA (Supervisory Control and Data Acquisition).

The top ten (10) candidates will remain on a certified hiring list for at least one year from which the City will hire. The examination(s) will consist of the applicant's understanding of procedures, methods and responsibilities of the Water Pollution Control Plant and Department, management skills, applicant's knowledge, skills and abilities in all phases of Federal, State and Local laws, regulations, as they pertain to the position and applicable ordinances and policies of the City of Shelton. PROBATIONARY PERIOD: The successful candidate shall be considered probationary for twelve (12) months following the first day of work in this position for the City of Shelton.
JOB CLASSIFICATION and SALARY: $120,000 - $128,000 per the Collective Bargaining Agreement between the City of Shelton and the UPSEU United Public Service Employees Union. Local 424-Unit 122 Shelton Supervisors.
