DEFINITION
Support the City of Shoreline's Enterprise Geographic Information System (GIS) and related technology platforms. Provide GIS support for City programs and projects, as assigned. Function as a technical expert providing guidance, coordination, training, and customer support in the creation, use, quality control, analysis, and publication of spatial data. Support the publication and maintenance of GIS map services and web-based GIS applications. Support the management and update of enterprise geodatabases. Responsibilities include but are not limited to the management and update of mission critical GIS data sets which may include property, transportation, planning, economic, demographic, utility, and administrative data, support of the City's Asset Management system, enterprise GIS platform maintenance, and prioritization and fulfillment of customer requests.

Receives general direction from assigned Information Technology supervisory or management staffESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Capture, acquire, review, and organize spatial data.
- Perform direct editing of GIS data, and provide coordination and support of GIS editing by other City staff, including the georeferencing and digitization of new features and assets from plans submitted as CAD drawings and other formats.
- Receive, prioritize and respond to ad-hoc requests for static and interactive maps, data, analysis, and user training.
- Design ADA-compliant static and interactive maps.
- Perform GIS analysis to address questions, provide insight, or produce statistics in support of City operations and business goals.
- Support asset management by providing direct feature editing, coordination of data updates, schema design and update, design and update of map services, and facilitation of field data collection by other City staff.
- Assist with monitoring and administration of ArcGIS Enterprise, enterprise geodatabases, file-based GIS data, and desktop software.
- Develop web-based GIS applications, dashboards, and storymaps in support City business operations and projects.
- Design or review GIS projects to ensure compliance and compatibility with existing systems and applicable codes, standards, specifications, and practices.
- Administer Information Technology governance policies to maintain the integrity of City systems and data.

Knowledge of:
- GIS data editing in an ArcGIS Pro environment.
- GIS analysis in an ArcGIS Pro environment.
- Principles and practices of Esri geodatabase design, development, implementation, administration and maintenance, including the creation and use of topology and attribute rules.
- ArcGIS Enterprise and ArcGIS Online, including the publication and use of map services.
- Methods and techniques of software and system installation, setup, upgrade, and troubleshooting.
- Principles of GIS project management.
- Principles and practices of GIS field data collection techniques using GPS or tablets, and ArcGIS field applications and services.
Ability to:
- Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism
- Use current Esri enterprise software and extensions
- Manage geographic database development and refinement projects
- Conduct complex spatial analysis
- Clean, manipulate and analyze data
- Evaluate spatial control, data integrity and quality

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Local government experience preferred.
Experience with ArcGIS Pro and common ArcGIS Pro extensions (e.g. Spatial Analyst, Network Analyst)
Experience with ArcGIS Enterprise (ArcGIS Server and Portal for ArcGIS) and ArcGIS Online
Experience working with enterprise geodatabases
Experience with GPS devices and resulting data
Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in Geographic Information Science, Geology, Geography Computer Science of similar field and 3 years equivalent experience working with geospatial data, software and programming languages or the equivalent combination of education and experience.

Conditions Of Employment:
- All candidates will be required to establish employment authorization and identity at the time of hire. The City is not able to sponsor work visas.
- All positions require the completion of references checks, including at least one prior supervisor.
Employees Working Remotely:
The City has implemented a remote work policy that allows staff to work up to three remote days a week, however during the 6-month probationary period it is expected that all work will be performed at City Hall. Full-time remote work is not an option. Once hired, employees must reside in the State of Washington.
Salary : $92,291 - $116,965
