Under the general direction of the Finance Director, the Accounting and Reporting Manager will manage the daily operations of the accounting function as well as manage, direct, and oversee the annual external audit of our financial statements. This individual will continue to establish and maintain a system of internal controls to ensure compliance and oversight. Our Accounting and Reporting manager is available to departments to assist in the development and preparation of policy options for consideration by the City Manager and/or City Council.

Work Schedule: Monday – Friday, 8:00a – 4:30p

Ability to analyze difficult administrative problems and develop sound conclusions and recommendations; ability to assemble, organize, analyze and present in oral or written form, clear and concise reports, memoranda, directives and letters; ability to prepare and present comprehensive technical reports and proposals; ability to organize work, set priorities, meet critical deadlines and complete assignments with minimal supervision required; ability to meet the public and to discuss issues, complaints and requests for service; ability to work under pressure, meet deadlines, and manage many projects simultaneously; and the ability to establish and maintain effective working relationships with business clients, developers, public officials, the general public, community groups, the news media and staff.

Ability to operate various standard office machines. Ability to work under pressure and in stressful situations. Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.
Work Environment: Work is typically performed in a general inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact.
Special Requirements: Possession of a valid driver’s license.
REQUIRED QUALIFICATIONS AND ACCEPTABLE EXPERIENCE/ TRAINING:
Graduation from an accredited college or university with a Master’s Degree in Public Administration and 2 years of full time work experience directly related to public sector research;
or
Graduation from an accredited college or university with a Bachelor’s Degree in Accounting, Finance or related fields and 3-5 years of full-time work experience directly related to public sector research;
or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

- Supervises and evaluates the work of subordinate staff assigned to Accounts Receivable and Financial Reporting; effectively recommends personnel actions related to selection, performance, leave of absence, grievances, work schedules and assignments, disciplinary procedures, training, and administers personnel and related policies and procedures. Prepares and/or coordinates the preparation of interim and annual financial statements, not limited to the Annual Comprehensive Financial Report following generally accepted accounting principles, and guidance established by Government Finance Officers Association for the Certificate of Achievement of Excellence in Financial Reporting program.
- Manages, directs, and oversees the annual external audit of financial statements and agreed upon procedures (AUP) completed, including the planning, management and completion of required work papers and closing activities.
- Assists departments in the development and preparation of policy options for consideration by the City Manager or City Council.
- Discusses and recommends fiscal policies with the City Manager and Finance Director.
- Maintains and improves a citywide accounting system including a uniform chart of accounts necessary to report the financial condition of all funds, general ledger, accounts payable, accounts receivable and payroll systems.
- Establishes and maintains financial policies and procedures within generally accepted accounting principles (GAAP) and other applicable guidance.
- Establishes and maintains a system of internal controls.
- Completes internal control reviews throughout city departments.
- Reconciles or supervises reconciliation of budget file to fund balances of annual report.
- Advises and assists other City departments with financial administration to enhance the delivery of service to citizens of Sioux City.
- Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in assigned work areas.
- Responds to citizens’ and other organizations’ questions and comments in a courteous and timely manner.
- Completes a variety of annual reports to ensure the City remains in state and federal compliance.
- Performs other duties consistent with the classification function and the needs of the City.
- Expected to temporarily perform duties outside of typical classification in the event of a declared emergency. In the event that an employee is excused from work, other than being sick, they will be required to report to work in a state of declared emergency.
