Under the direction of the Community Services Deputy Director, plans, manages, promotes, and coordinates the activities of the Community Services Department, focusing on senior services, public transportation programs, and special community events; provides complex staff assistance to the department director; supervises full- and part-time staff; serves as a member of the City's management team; and related work as required.
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Participates in managing, supervising and coordinating policy, procedures, goals and objectives necessary to provide Department services; developing new or modified systems policies and procedures; ensuring that policies are administered equitably.
- Assists in long range planning, including budgeting, purchasing and supervision of comprehensive community programs conducted within the city.
- Makes recommendations on matters of general policy, organizes and participates in public relations functions.
- Selects, trains, motivates, disciplines and evaluates personnel; plans and organizes work; develops and establishes work methods and standards; conducts or directs staff training and development.
- Oversee the management of leisure / contract classes, including instructors, payments and marketing.
- Manages the Recreation Center at Orange Grove Park and programs and use of other park and field facilities.
- Supervises recreation leagues.
- Provides staff support to the Youth Commission; represents Department at City meetings.
- Plans, directs and coordinates special events.
- Supervises the preparation and distribution of recreation publicity including publications, brochures, pamphlets, flyers and other printed materials.
- Conducts regular staff meetings for Youth Division.
- Meets with citizens, civic groups to discuss department programs and city-wide community relations.
- Monitors contract agreements.
- Supervises the establishment of fees for various fee-based programs; keeps records, prepares reports, gives oral presentations dealing with areas of assigned work, and may make special surveys and studies of programs.
- Reports to Community Services Director orally and in writing.
- Evaluates the relationship between needs and resources and adjust programs accordingly.
- Participates in preparing and administering the budget for the department, may call for preparing and administering federal and / or state grants.
Duties & Responsibilities
Education and Experience
A four year college or university degree in public administration, sociology or related field is preferred and / or at least five years of progressive experience in recreation, senior services, community services or related field, with at least one year of at the supervisory or management level.
Knowledge of :
Extensive knowledge of the principles, procedures, practices, and resources of public, private, and inter-agency recreation, senior and youth programs and community services; public administration principles and practices; related laws, ordinances, rules, and regulations; roles of citizen committees, commissions, organization of city government, and the effective methods of professional leadership within this framework; grant applications procedures and administration; principles and practices of supervision; recreational, cultural, and social needs of all age groups, with particular emphasis on serving the needs of seniors.

Essentially an indoor desk job. The job may require traveling by car. Works outside on an occasional basis with exposure to dust, fumes, or high noise levels within regulatory standards and limits.
