The City of Springdale, Ohio is seeking a dynamic and experienced professional to serve as the Director of Public Works. The City of Springdale is located in Hamilton County, approximately twenty miles north of downtown Cincinnati. It is home to a highly developed commercial/industrial community, as well as stable, well-maintained residential neighborhoods with a population of approximately 11,007 (2020 US Census).
The Director of Public Works is responsible for managing the operations designed to maintain and provide safe and efficient travel on all City streets. The Director also oversees the maintenance and repair of other public infrastructure throughout the City such as storm sewers and sidewalks. The City maintains approximately 138 lane miles of roadway including two State Routes and operates within a General Fund Budget of $27M and a Capital Improvement Budget of $7M for 2025.
Essential Functions and Duties:
- Manage all operations of the Public Works Department including the supervision and training of employees, evaluation of staff, and hiring & promotion;
- Develop and implement long-term plans and strategies for public infrastructure projects;
- Assist in the preparation of the annual and five-year budget for the City;
- Ensure compliance with relevant regulations and standards in all aspects of departmental operations;
- Ensure compliance with all federal, state, and local regulations, laws, and policies;
- Collaborate with other City departments, elected officials, and community stakeholders to address public works-related issues and initiatives;
- Oversee the maintenance and repair of public infrastructure, coordinating with contractors, the City Engineer, and other external partners as needed;
- Plan and administer the City’s stormwater management program in compliance with applicable regulations;
- Monitor emerging trends and technologies in public works management and recommend innovative solutions to enhance service delivery.
Experience and Qualifications:
The ideal candidate will have:
- Bachelor's degree in Civil Engineering, Public Administration, or a closely related field is preferred; Master's degree is a plus. Relevant experience combined with demonstrated management proficiency may be considered in place of a formal degree.
- Demonstration of progressive responsibilities in public works management, with at least 5 years in a supervisory or leadership capacity.
- Strong knowledge of public works principles, practices, and regulations.
- Demonstrated experience in budget management, project planning, and staff supervision.
- Excellent communication, interpersonal, and negotiation skills.
- Ability to collaborate effectively with diverse stakeholders and build consensus around complex issues.
- Proven track record of implementing innovative solutions and process improvement strategies.
- Demonstrated ability to lead and manage teams effectively.
Salary and Benefits:
This position includes a competitive salary range of $84,313 - $131,528 (DOQ) and offers a comprehensive benefits package, including health insurance, and contributions to the Ohio Public Employee Retirement System. This is an FLSA Exempt position and serves at the discretion of the Mayor and City Administrator.
