This is highly responsible, professional, and technical work in the Community
Development Department. This position is responsible for overseeing the coordination of
federally funded programming – including Community Development Block Grant, HOME
Investment Partnership Programs, Emergency Solutions Grants, Shelter Plus Care, and related
funding. The position will also oversee coordinating neighborhood resources and building
relations inside and outside of City government.
This position is responsible for coordinating and creating strategies and performance
metrics for Community Programs Division. Administers federal programs to ensure projects are
carried out effectively and in compliance with federal regulations and City requirements.
Conducts surveys such as eligibility of capital improvement projects; analyzes survey results to
ensure program compliance. Oversees the budgets and expenditures of sub-recipients;
prepares grant draws; performs on-site monitoring of sub-recipients and evaluates their
performance, identifying weaknesses. Oversees Fair Housing, community services, and
initiatives. Direct oversight of two staff members. Reporting directly to the Community
Development Director, this position will be actively engaged in the community and government

- Prepares correspondence to various agencies and individuals in response to specific inquiries about local government.
- Prepares weekly evaluations of work reports, including staff reports and federal funding reports.
- Reviews current policies and regulations and recommends changes accordingly.
- Examines, analyzes, and prepares analysis of trends related to low and moderate income populations, limited clientele populations and service providers, as well as other federally required program specific planning and reporting.
- Spearheads analysis of impediments to Fair Housing Choice with the City of Springfield and makes determinations based on industry best practices.
- Develops monitoring systems and establishes procedures for screening, processing and evaluating of program partnerships, funding, contract compliance, and invoicing.
- Manages compliance through HOME, NSP, and other federally funded programming both internally and with community partners.
- Monitors and provides technical assistance to CDBG subrecipients and other CDBG program partners.
- Maintains records of compliance with federal regulations for funded programs.
- May be required to enter program data and reports and environmental review data into HUD systems.
- Responds to and resolves grant related technical questions and inquiries. Coordinate and research potential grant possibilities as they relate to federal and state grant rules and regulations.
- Identify community needs related to community development and affordable housing for low-income residents and neighborhoods.
- Oversee the development of Springfield’s five-year Consolidated Plan and annual Action Plan submitted to HUD.
- Prepare the Consolidated Plan Annual Performance Report (CAPER) and review the Report with City staff.
- Prepare Environmental Reviews for proposed projects.
- Develops, organizes and collaborates with other city departments, citizens and community groups on a variety of place making initiatives.
- Performs other related work and duties as assigned.
- Demonstration of relevant experience in coordination and oversight of federal regulatory compliance and oversight.
- Bachelor’s degree or equivalent combination of training and experience.
- At least five years of experience involving grant funded programs with the U.S. Department of Housing and Urban Development (HUD) is preferred.
- Possession of a valid Ohio Driver’s License.
- Proficient with Microsoft Office Suite or equivalent system.
- Experience and/or understanding of federally funded entitlement programming and funding compliance.
