What are the responsibilities and job description for the Neighborhood Development Specialist position at City of Springfield, Ohio?
This is responsible administrative coordination in the Community Development Department. The Neighborhood Development Specialist will play a critical role in improving the City of Springfield’s neighborhoods by supporting the development and implementation of community-based programs, projects, and initiatives. Working with multiple city departments, non-profit providers, and state and federal agencies, this position will focus on addressing complex issues such as homelessness, fair housing, affordable housing, and neighborhood revitalization. The specialist will engage with citizens, community groups, and other stakeholders to ensure the city’s continued growth and prosperity through effective place-making initiatives and neighborhood development efforts.

Coordinate and assist with the implementation of community development programs, including affordable housing initiatives, neighborhood revitalization efforts, and services for vulnerable populations such as those experiencing homelessness.
Collaborate with other city departments, non-profit organizations, and state and federal agencies to address housing and neighborhood challenges, ensuring alignment with city goals.
Administer programs such as the Legacy 24 program and other community-based services, ensuring that they meet the needs of Springfield residents and align with funding requirements.
Develop outreach strategies to engage citizens and foster a collaborative approach to neighborhood development, including hosting community meetings, conducting surveys, and leading public engagement efforts.
Maintain a comprehensive understanding of federal funding programs such as CDBG, HOME, and ESG, and ensure funding is well utilized by the community.
Conduct research and analysis to assess the current needs of Springfield neighborhoods, preparing reports on housing and community development issues to support strategic planning and decision-making.
Facilitate discussions on sensitive topics such as fair housing, homelessness prevention, and other related issues, helping to develop policies and programs that address these challenges.
Support neighborhood services, helping to create and promote initiatives that enhance the overall quality of life for Springfield residents.
Collaborate with citizens and community groups on place-making initiatives that contribute to the revitalization and development of Springfield’s neighborhoods.
Monitor the progress of neighborhood development projects, ensuring that timelines, budgets, and goals are met, and making recommendations for improvements when necessary.
Performs other related work and duties as assigned.
Bachelor’s degree or equivalent combination of training and experience.
- Possession of a valid Ohio Driver’s License.
Strong interpersonal skills, with the ability to engage effectively with a diverse range of community stakeholders, including residents, city departments, non-profits, and governmental agencies.
Ability to work independently and as part of a collaborative team, managing multiple projects simultaneously.
Excellent written and verbal communication skills, including experience preparing reports, presentations, and grant applications.
Proficient with Microsoft Office Suite or equivalent system.
Experience and/or understanding of federally funded entitlement programming and funding compliance.
