Incumbents in this position are responsible for performing a variety of secretarial, clerical and administrative support duties for the SLMPD St. Louis Metropolitan Police Department Chief of Police. Duties include reviewing, analyzing, and summarizing reports, letters, contracts, and drafts of special orders sent to the Chief’s office; answering and screening telephone calls, providing appropriate information, and documenting all complaints received; scheduling appointments, maintaining the Chief’s calendar, and making travel arrangements; as well as other administrative duties assigned.

Essential Functions and Responsibilities:

  • Analyzes department/division operational reports, programs, policies, procedures, financial reports, studies, proposed and existing legislation and other information.
  • Develops and recommends programs, policies and procedures, and advises the department/division head regarding changes and new programs, policies and procedures.
  • Assists the department/division head in implementing programs, policies and procedures.
  • Attends and participates in a variety of governmental and other meetings regarding department/division matters. Develops and presents reports and information regarding department/division matters and issues.
  • Represents the department/division to community groups, businesses, media representatives and others. May prepare and give presentations/speeches, prepare press releases and participate in media interviews.
  • Receives and resolves complaints.
  • Monitors department/division leases, contracts, consulting services and agreements for compliance with performance standards.
  • Upon request, prints from previous cases for investigative units and the Circuit Attorney’s Office. Customizes prints for special cases.
  • May prepare or assist in the preparation of contracts, agreements, requests for proposals, ordinances and draft legislation.
  • May supervise paraprofessional, clerical or other support staff
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
  • Human Interaction: Requires the ability to persuade, convince, influence, train and monitor, in favor of a desired outcome.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as computer terminal, telephone, calculator, photocopier, fax machine and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, budgets, contracts, bid specifications, press releases, city charter, ordinances, statutes, various policies, master plans, program reports, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentage and decimals; develop and interpret descriptive and inferential statistical reports.
  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
  • Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
  • Physical Requirements: None.
  • Sensory Requirements: Requires the ability to recognize and identify individual characteristics of shapes to clearly distinguish objects and sounds to communicate with others. Ability to sustain prolonged visual concentration.
Qualifications


Two years of advanced secretarial and administrative support experience in an office environment. 30 hours of College coursework in Business Administration or a related field may substitute for one year of the required experience. OR an equivalent combination of education, training, and experience.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
