The Program Manager II for the Board of Public Service (BPS) oversees the Ward Capital Improvement Program for 14 Aldermen and 2 Ward Liaisons. Responsibilities include maintaining clear internal communications and expectations, coordination with employees in other departments, and overseeing the Ward Capital Budget for the Aldermen. This role requires an organized mindset, project management skills, ability to work on multiple projects at the same time, expertise in time management and productivity, and official communications with other departments and the Aldermen. Tasks include managing multiple projects within the President Board of Public Service Office, reviewing, and drafting communications, and supervising the Ward Liaisons.

Essential Functions and Responsibilities:

  • Plans, organizes, coordinates, and controls the work unit’s operations/programs to establish operational priorities, coordinate these operations with other departments, and ensure program objectives and standards are established, attained and congruent with overall goals.
  • Contributes to the formulation and justification of budgetary requests for the program as a whole.
  • Determines performance evaluation standards and procedures to provide information to subordinate staff on individual work performance expectations to ensure complete and objective appraisal of subordinates’ performance.
  • Develops and directs the implementation of operational plans pertinent to managed operations/programs to ensure the establishment of appropriate goals and the development of action steps to achieve these goals.
  • Develops and recommends new and revised policy and procedures to respond to changes in operational/program needs, objectives, and priorities and to improve the effectiveness of managed operations/programs.
  • Resolves employee problems and concerns; provides assistance or training to employees, as needed. Establishes work priorities for staff; reviews and evaluates completed work assignments.
  • Initiates, plans, and develops department projects, programs, or significant initiatives, including the Fiscal Year Ward Capital Budget.
  • Coordinates activities of program or project with other departments and agencies both internal and external.
  • Develops program goals and objectives; measures output in relation to use of resources; recommends changes to achieve goals and objectives or use of resources.
  • Monitors Ward Liaisons to ensure quality of service.
  • Analyzes data and prepares progress reports on a variety of issues.
  • May conduct site/field inspections.

Knowledge, Skills and Abilities:

  • Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data and oversee the execution of these decisions.
  • Human Interaction: Requires the ability to manage and direct a large sum of money, 2 Ward Liaisons & interaction with 14 Aldermen. Oversees and controls employee discipline, selection and allocation, and planning.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, telephone, calculator and/or materials used in performing essential functions. May be required to operate a motor vehicle.
  • Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as grant reports, budgets, performance appraisals, neighborhood plans, regulations, and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals, a good working knowledge of Microsoft Excel is a must.
  • Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
  • Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
  • Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as file folders or office paper. Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as participating in a community meeting.

Qualifications


A Bachelor’s degree in Business Administration, Public Administration, Criminal Justice, or a Social Science in a relevant field; plus three years of administrative or managerial experience monitoring Board of Public Service programs. OR an equivalent combination of education, training and experience.

License: Must possess and maintain a valid Missouri driver's license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing application and be able to present it upon request. Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
