Incumbents in this position are responsible for planning, coordinating, and overseeing all recreational programming and related initiatives at City recreation centers. Duties include directing work activities of subordinate staff; oversight of all daily operations including center pools; developing and implementing youth programs; working with other organizations regarding budget, staffing, supplies, and building needs; and scheduling and attending applicable division/ward/neighborhood meetings at the request of the Commissioner of Recreation.
Essential Functions and Responsibilities:
- Plans, organizes, coordinates and oversees all recreational programming and related initiatives at our City-Owned Recreation Centers.
- Reports directly to the Commissioner of Recreation on all of the daily operations of all Recreation Centers including oversight of our pools.
- Have supervisory responsibilities over Program Manager I & All Supervisors, Recreation Leaders, Recreation Assistants, Lifeguard Supervisors, & Lifeguards.
- Individuals will also work closely with any private organizations hired by the Commissioner of Recreation regarding budgets, staffing, supplies & building needs.
- Schedule & attend applicable division, ward, neighborhood, etc. meetings at the request of the commissioner of Recreation.
- Must have experience, knowledge, & training with current trends in all aspects of Recreational programming for the youth.
Knowledge, Skills, and Abilities:
- Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
- Human Interaction: Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, telephone, calculator and/or materials used in performing essential functions. May be required to operate a motor vehicle.
- Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as grant reports, budgets, performance appraisals, neighborhood plans, regulations and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
- Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
- Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as file folders or office paper. Tasks may involve extended periods of time at a keyboard or workstation.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as participating in a community meeting.
A Bachelor’s degree in Recreation Management, Sports Management, or a related field; plus four years of experience supervising or monitoring recreation programs. OR an equivalent combination of education, training, and experience.
License: Must possess and maintain a valid Missouri driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present license upon request. City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
