About the Position
ABOUT THE POSITION
Here’s what you can expect to do:
- Develops, coordinates, and manages the annual City budget process requiring analysis and deep understanding of the City budget as well as planning and staffing the Council Budget Committee and involvement in planning and staffing the Organizational Committee. Leads cross departmental teams in coordination with the Office of Financial Services to understand administration requests and to advocate for Council priorities. Identifies budget gaps and recommends solutions. Analyzes, monitors, and reports complex budget and policy topics throughout the year to track whether Council priorities passed through the budget process are implemented and funding plans are executed. Makes recommendations for future budget development.
- Recommends and establishes techniques and procedures that will improve the operation of the City Council operations budget process, tracks Council spending, oversees accounting, prepares Council’s annual budget, and advises the Director on operations spending and budgetary matters. Manages contracts and small grant programs for the Council. Advises Council and Director on matters related to financial audits, franchise agreements, and City fiscal matters.
- Collaborates with Councilmembers, Director, policy analysts, aides, and other staff on fiscal implications of policies and programs. Advises the Housing and Redevelopment Authority and other committees as assigned. Manages analytical and policy development projects assigned by the Council and Director on a variety of local government issues, producing and presenting analytical reports, resolutions, and ordinances. Performs additional duties as assigned. Reports to the Director of Council Operations.

Position Requirements
Bachelor's degree with at least five years of professional experience in financial analysis, budgeting, or auditing with at least two years at the Accountant III or Budget Analyst level or equivalent experience analyzing complex governmental accounting and budgets.
Desired Qualifications:
Master's Degree in Public Administration, Finance, Business Administration or equivalent and registration as a Certified Public Accountant, Certified Internal Auditor, Certified Management Accountant, or equivalent experience.
