PRIMARY PURPOSE OF POSITION: Assists with professional duties consisting of but not limited to planning, developing, coordinating, implementing, and supervising staff with development and implementation of recreation center activities and programs.
ESSENTIAL DUTIES AND TASKS: Under general direction of the Recreation Superintendent, this position operates within the City of Sterlings policies/procedures and quality standards the following essential functions and responsibilities: (Essential functions are those functions that the individual who holds the position must be able to perform unaided or with the assistance of reasonable accommodation.)
1. Assume direct responsibility for the overall operation and maintenance of the pools including lighting, filtration, sanitation, and overall safety of the facility. Complete daily safety checks of pool equipment and the surrounding pool area. Maintain standards of safety and sanitation in compliance with all regulations, policies, and guidelines.
2. Monitor, maintain, and adjust pool filtration, mechanical, and chemical feed systems; monitor pool water chemistry through testing of water samples; knowledge and ability to troubleshoot and adjust chemistry as needed to maintain standards and proper storage. Perform various pool maintenance functions including back-washing, cleaning baskets and filters, and vacuuming the pool. Report maintenance issues of the pool equipment, building or grounds. Maintain all logs.
3. Manage and oversee staff for life guarding, lessons, and concessions; by planning, scheduling (to assure adequate aquatic coverage during hours of operation and rentals), supporting/filling in, and organizing workloads and staff assignments. Monitor time sheets for staff. Enforce lifeguard staff rotation.
4. Assume duties of a lifeguard when necessary; guarding pool area, and preventing accidents by enforcing the safety rules, policies, and regulations.

6. Maintains supervisory responsibility and accountability for the use, care, maintenance, repair and security of buildings, equipment, and inventories within the positions scope of authority;
7. Assists in making policy recommendations regarding procedures, work rules, and performance standards to assure the efficient and effective operation of the Recreation Center in compliance with City and Federal, State and local laws.
8. Assists in the planning, developing and execution of public relations, public education, promotional, and fund raising activities, programs, events, etc.
9. Assists in the selection, supervision, training and evaluation of divisional staff. Assists in the preparation of performance evaluations, and disciplinary actions as warranted correcting employee deficiencies within the scope of authority established in the City of Sterlings Personnel Policies. Assists in resolution of grievances, complaints, and other sensitive personnel matters within their scope of authority; assists in interviewing candidates and gives recommendations as to initial placement of suitable candidates and/or promotions of existing divisional employees. Assures all personnel are trained and equipped to perform duties.
10. Assists with the preparation and administration of the division budget based on staffing and resource requirements, cost estimates, and objectives and goals. Assists in monitoring the budget to assure compliance with approved budget levels and standards.
11. Participates in department management staff meetings; coordinate, direct, and participate in departmental presentations to the City Council on items affecting the division.
12. Establishes and maintains cooperative and effective working relationships with the City and other government officials, representatives of public and private organizations, other agencies, citizens groups, outside suppliers and vendors, department heads, employees, and the general public;
13. Assists in the preparation of various reports and records, studies, equipment maintenance reports, monthly statistics, requisitions, inventories, logs and various other records, reports, memos and correspondence.
14. Responsible and accountable for the safety programs, safety training, and safety record of the division assigned. Follows all applicable safety rules and regulations.
15. Effectively and efficiently operates a computer utilizing such software programs as word processing, statistical spreadsheets and databases;
16. Carries a city issued communication device issued for work-related communications.
17. Maintains confidentiality of data and information;
18. Performs other related functions as otherwise assigned, delegated or required by the Recreation Superintendent.
SUPERVISION OF OTHERS: Responsibility for supervision of others limited to assisting employees in routine work procedures; leads other workers;
Physical Requirements:
1. Physical requirements include ability to extend hands(s) and arm(s) in any direction; pick, pinch, work with fingers and palm as well as whole hand; performs physical work which requires the ability to lift fifty (50) pounds and carry objects weighing up to twenty (20) pounds; some pushing, pulling, and climbing; move about on foot to accomplish tasks; push/pull, lift, move, draw/drag, haul or tug objects in a sustained motion for extended periods of time.
2. Physical mobility sufficient to negotiate work areas to perform the primary purpose of the position.
3. Manual dexterity sufficient to operate keyboard devices requiring repetitive arm/hand movement.
4. Visual acuity sufficient to perform work which deals largely with preparing/reviewing reports and records and for visual inspection which may involve proofreading information entered into a computer or report and for relaying information to requesting party.
5. Cognitive ability sufficient to perform reliable and accurate mathematical and algebraic calculations on test results;
6. Hearing acuity sufficient to receive, comprehend and understand detailed information through oral communications, telephone conversations, and to make fine discriminations in sounds in order to perform duties safely.
WORKING CONDITIONS: Employee is not substantially exposed to adverse environmental conditions (e.g. indoor and outdoor recreation facilities, indoor and outdoor pool and normal office setting).
MARGINAL FUNCTIONS:
1. May serve on special City task forces;
2. May secure and monitor grant funds;
3. Subject to 24-hour call back for emergency conditions;
4. May attend evening meetings and work extra hours;
5. May work non-standard hours such as evenings, weekends and holidays;
6. May assist in special projects as needed or otherwise delegated.
QUALIFICATIONS: The degree of knowledge, ability and physical requirements as outlined under this section is that which is necessary to satisfactory perform the essential functions of this position. General maintenance and custodial care standards for facilities and equipment, including pool pumps, solar heating system, and pool water chemistry;
Lifeguard, WSI, First Aid and CPR techniques and procedures;
Active or passive recreational activities, such as craft work and organized games and sports;
Methods involved in organizing, conducting, instructing, and supervising a program of special activities;
Current management, leadership and supervisory techniques and practices necessary for the operations of a aquatics programs and facilities;
Current practices, principles, procedures, regulations, and techniques of facilities management;
Fiscal management, including budget preparation, expenditure control, and record maintenance.

EDUCATION, EXPERIENCE AND TRAINING:
Education: Associates Degree in recreation administration, physical education, or closely related field, Bachelors desired.
Experience: Any combination equivalent to: Aquatics experience including 1 year in aquatic supervision and 2 years lifeguarding, pool maintenance, and/or swim instruction.
Training/Certifications: Must have current Lifeguard certification, CPR/AED for the Professional Rescuer, and maintain through employment. Must be able to obtain other certifications needed for position such as:
1. Water Safety Instructor,
2. AFO/CPO,
3. and Lifeguard Training Instructor
SPECIAL REQUIREMENTS:
Must be at least 21 years of age at time of application.
Possess and maintain the appropriate CO operators license for the type of City owned vehicle which the employee may operate in the scope of employment;
