The City of Stockton's Administrative Services Department is currently seeking to fill one (1) Revenue Assistant I vacancy. The Revenue Assistant I will provide general office support services related to business license processing, cashiering, treasury, miscellaneous accounts receivable and other functions as assigned. The incumbent will work a City of Stockton 9/80 schedule: 7:30am - 5:30pm Monday through Thursday; 8:00am - 5:00pm Fridays, with every other Friday off.
Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by the Stockton City Employees' Association (SCEA). (Classified/Represented)
This recruitment is being conducted as an Open/Promotional recruitment. Current regular, full-time City of Stockton employees, at time of application, may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both. These lists may be used to fill future vacancies.

- Revenue Assistant I is the entry-level class of this series. Initially under close supervision, incumbents learn City office policies and procedures, including customer service skills, accounts receivable, billing, cashiering and treasury functions, Stockton Municipal Code (SMC), and City and departmental rules and regulations. As experience is gained, duties become more diversified and are performed under more general supervision
PRINCIPAL DUTIES (Illustrative Only)
- Assists customers and provides appropriate information over the phone, at the counter, by mail or electronic communication regarding utility service accounts, miscellaneous accounts receivable or business licenses.
- Explains applicable procedures, rules and regulations to customers and City departments/staff.
- Prepares correspondence related to customer accounts, including computer generated billings and other inquiries related to assigned functions.
- Establishes new accounts and discontinues the billing of utility services in accordance with established policies and procedures.
- Participates in the resolution of customer inquiries in accordance with established policies, procedures and rules.
- Prepares and/or maintains financial and statistical records and prepares periodic or special reports related to revenue activities.
- Performs cashiering functions at the public counter; processes payments and license fees; makes change; counts and balances cash; prepares and reconciles daily bank deposits.
- Processes business license applications and renewals; reviews applications for accuracy; verifies calculations of taxes & fees; assigns proper business tax category according to Stockton Municipal Code and department policy, interprets Municipal Code for proper business license category.
- Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports.
- Performs all assigned duties accurately.
QUALIFICATIONS
Education/Experience
Possession of a high school diploma or GED and one (1) year of experience in cashiering, billing, or general clerical customer service.
Other Requirements- Specified positions may require the use of a valid California Driver License.
- Basic accounting and financial record keeping principles and practices;
- Office practices and procedures, including filing and the operation of standard office equipment;
- Written and oral communication skills, including spelling, grammar and punctuation, and letter writing;
- Basic math skills;
- Basic business data processing principles and the use of a personal computer including various software such as Microsoft Office Suites; and
- Customer service principles and practices, including conflict resolution.
- Organizing and maintaining accurate financial and customer records;
- Making accurate mathematical calculations;
- Using initiative and sound independent judgment within established guidelines;
- Operating standard office equipment, including computer software, ten key calculator and centralized telephone equipment;
- Prioritizing work and coordinating several activities;
- Establishing and maintaining effective working relationships with those contacted in the course of the work, often in stressful situations; and
- Understanding and carrying out oral and written directions.
Physical/Mental Abilities:
- Mobility - Constant sitting an standing for long periods of time while operating a keyboard; occasional walking, bending, stooping, kneeling, reaching, pushing and pulling;
- Lifting - Occasional lifting of 25 pounds or less;
- Vision - Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close up work;
- Dexterity - Frequent holding, grasping, typing, repetitive motion and writing;
- Hearing/Talking - Constant hearing and talking of normal speech in person and on the telephone;
- Special Requirements - May require occasional weekend or evening work;
- Emotional/Psychological - Constant concentration, decision making and public contact; occasional ability to exercise sound judgment, especially under stressful situations;
- Environmental Conditions - Occasional exposure to noise; and
- Working Conditions - Primarily performed in an office environment which is typically moderately quiet, but may be loud at times and in some areas.

The Examination
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination.
