NATURE OF WORK

This classification involves managing a variety of administrative, technical, and supervisory work in maintaining park grounds and structures for the City. An employee in this position supervises assigned staff and contractors, at various locations, performing landscape and athletic field maintenance, maintaining equipment and structures, and extending public service at various City properties; schedules and reviews employee and contractor work; enforces safety standards; and prepares reports. This position also monitors related expenses, revenue, and budget.

Examples of Duties

ESSENTIAL JOB FUNCTIONS

  • Plans, assigns, supervises, organizes, and reviews the work of a number of crews involved in landscaping and maintenance at municipal parks and other recreation facilities; prepares work schedules; and reviews work;
  • Trains, motivates, and evaluates field maintenance workers, building custodians, and other assigned park employees; reviews progress and directs changes as needed; makes progress inspections, prepares reports, and maintains payroll records; makes recommendations regarding hiring, disciplinary actions, and promotions of assigned employees; recommends leave requests and overtime; and evaluates and rates employee performance.
  • Supervises and inspects the work of private firms under contract to perform maintenance in specific areas.
  • Submits written requests for equipment and materials as needed.
  • Communicates and enforces established safety measures and instructs workers in occupational hazards and safety precautions; inspects parks, buildings, facilities and equipment for safety hazards; and takes appropriate steps to remedy any hazards.
  • Manages and supervises assigned operations to achieve goals with available resources; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assists with the preparation of annual budget requests; and ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  • Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations.
  • Coordinates department activities with other departments and agencies as needed.
  • Supervises and participates in the setting up and taking down of equipment for various park and recreation programs; prepares facilities for park and recreation program use; opens and closes / locks and unlocks City facilities as needed.
  • Coordinates the usage and maintenance schedules of buildings, parks, athletic fields and courts, and facilities; coordinates the transportation of employees, equipment, and materials to and from work sites.
  • Prepares daily work reports, accident reports, and other reports as required.
  • Develops and maintains a park and open space maintenance management system of athletic fields, tennis courts, sprinkler systems, municipal swimming pools, golf courses, play equipment, buildings, and structures.
  • Assists in projecting needs for equipment, materials and supplies for specific projects; assists in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services.
  • Ensures that tools and equipment are properly maintained and kept in proper working condition; trains employees in proper use of equipment and materials; and studies and standardizes procedures to improve efficiency and effectiveness of operations.
  • Prepares and submits budget requests; makes recommendations concerning staffing and equipment requirements.
  • Serves as a member of various employee committees, as assigned.
  • Performs related work as required.

Requirements

EDUCATION

  • Bachelor's degree in parks and recreation management, landscape architecture, horticulture, or a closely related field.
  • An acceptable combination of education, training and professional experience may substitute for the Bachelor’s degree requirement.
  • EXPERIENCE

  • Considerable work experience in the area of parks, facility maintenance, aquatic facility maintenance, and contract / vendor management.
  • Some supervisory experience preferred.
  • Broad work experience in the area of parks, facility maintenance, aquatic facility maintenance, and contract / vendor management including previous experience required in lieu of the Bachelor’s degree.
  • Ability to use a variety of computer operations including Microsoft Office, Excel, Word, Outlook, Tyler-Munis, Rec Trac and work order systems.
  • Must be a current City of Sunrise Employee.
  • NECESSARY SPECIAL QUALIFICATIONS

  • Must possess a valid driver's license with an acceptable driving record.
  • Must obtain a valid Florida driver's license prior to hire.
  • PREFERRED ADDITIONAL QUALIFICATIONS

  • Certified Park and Recreation Professional (CPRP)
  • PHYSICAL REQUIREMENTS

    Work Environment

  • Tasks are regularly performed outdoors with potential exposure to the following conditions :  varying temperatures, inclement weather, and / or other adverse conditions.
  • Sensory

  • The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and / or other City-issued technology devices.
  • Physical

  • Physical capability to effectively use and operate City assigned vehicles, golf carts, and manual or power tools
  • Ability to perform moderate to heavy manual janitorial / maintenance labor
  • Ability to climb, balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and / or pull, twist and make repetitive hand movements
  • Ability to walk, stand and sit for prolonged periods of time
  • Ability to load, carry, lift, push and / or pull objects weighing up to 50 pounds
  • Ability to withstand exposure to the following conditions without stress : excessive noise, unpleasant odors, chemicals / other environmental substances
  • If applicable : Perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of park construction, planning, and maintenance.
  • Knowledge of the tools, equipment, and work methods employed in the construction, planning, and maintenance of parks, play equipment, and buildings.
  • Knowledge of planting and care of trees, shrubs, flowers, landscape materials, and grasses.
  • Knowledge of insecticides, fungicides, herbicides, and their uses and application.
  • Knowledge of athletic field and court maintenance.
  • Knowledge of work hazards and necessary safety precautions.
  • Skill in using job-related tools and equipment.
  • Skill in using Office and department software.
  • Ability to plan and supervise the work of a number of crews performing a variety of job functions at geographically separated locations.
  • Ability to understand and carry out complex oral and written directions.
  • Ability to prepare clear and comprehensive reports.
  • Ability to clearly and effectively transmit written and oral instructions.
  • Ability to establish and maintain effective working relationships with supervisors, assigned employees, other employees, and the general public.
  • Ability to plan and supervise the construction and / or installation of athletic fields and courts, play equipment, and other recreational facilities.
  • Ability to perform strenuous physical labor under adverse field conditions.
