NATURE OF WORK
The City of Sunrise Utilities Department maintains a 24/7 operation. This is a supervisory position with a full range of duties related to maintenance and improvements to the electrical and instrumentation systems of a water and wastewater distribution and collection system.
This classification involves overseeing the installation, maintenance, and repair of electrical low and medium-voltage systems and instrumentation equipment found in City water and wastewater treatment plants and pumping stations. An employee in this position oversees scheduling, coordinating, and directing work and installation/repair activities; prepares plans and specifications for procuring related services and supplies; schedules contractors as needed. This position also conducts on-site inspections, writes reports, evaluates results, and makes recommendations for budgeted items and staff needs.
ESSENTIAL JOB FUNCTIONS
- Assigns electrical and electronic instrument work to employees; explains work to be performed; implements work procedures; instructs employees on new techniques; and inspects completed jobs.
- Oversees Utilities Instrument Technicians and Diesel Generator Maintenance employees.
- Oversees the ordering of required parts and equipment.
- Determines and manages preventive and corrective maintenance procedures.
- Works with others in new construction, planning, modification, and repairs; makes recommendations; and supervises facility improvements and installation of a wide variety of electrical and electronic instrument equipment used through the Utility System.
- Conducts inspections on fieldwork in progress and after completion.
- Reviews completed and in progress work orders, part quotes; repair quotes; contracts; and hours worked (timecards).
- Responds to phone calls and emails.
- Assists in creating a needs-based budget for the electrical division.
- Arranges responses to in-field emergencies.
- Generates reports and evaluates results.
- Performs related work as required.
- Manages emergency actions before, during, and after major storm events and/or city emergencies.
EDUCATION QUALIFICATIONS
- Graduation from an accredited high school or possession of a GED equivalency diploma
- PROOF OF THE HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.)
- Extensive work experience in the installation, maintenance, and repair of electrical and electronic equipment used in water and wastewater utilities.
- Five (5) years experience in supervisory role preferred.
- Experience with the electrical maintenance of lift stations.
- Experience with SCADA repair and maintenance.
- Experience with VFD (variable frequency drives) repair, programming and installation.
- Experience with MOV’s (Motor operated valve) Repair and installation.
NECESSARY SPECIAL QUALIFICATIONS
- Must possess a valid driver’s license with an acceptable driving record.
Must obtain a valid Florida driver’s license prior to hire. - Electrical Journeyman license required.
- Master Electrical license as issued by Broward County or State of Florida preferred.
PHYSICAL REQUIREMENTS
- Applicant must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices.
- Physical capability to effectively use and operate City assigned vehicles, manual or power tools.
- Ability to climb, balance, bend, stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements.
- Ability to walk, stand and sit for prolonged periods of time.
- Ability to work outdoors under varying temperatures, inclement weather and/or other adverse conditions.
- Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds.
- Ability to operate a motorized vehicle.
- Ability to climb and descend stairways and ship ladders at unusual heights of up to 40 feet.
- Ability to hear within normal audio range, with or without correction.
- Ability to see in the normal visual range with or without correction. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
- Ability to withstand exposure to the following conditions without stress: excessive noise, unpleasant odors, chemicals/other environmental substances, blood borne pathogens.
- If applicable: Perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of modern electrical practices and procedures relating to water and wastewater operations.
- Knowledge of industrial electricity and electronics and SCADA (supervisory control data acquisition) systems.
- Knowledge of the methods, materials, tools, and standard practices of the electrical and electronic trade.
- Knowledge of pertinent electrical codes in the NEC (national electrical code).
- Ability to effectively supervise skilled staff in the methods, techniques, office practices, and procedures of operation.
- Knowledge of government budgetary systems.
- Knowledge of the sources of materials and supplies.
- Ability to plan, organize, staff, and direct the work to assigned personnel in the installation, maintenance, and repair of Utility electrical and electronic equipment.
- Ability to prepare and present clear concise technical reports, both orally and in writing.
- Ability to establish and maintain effective working relationships with employees, officials, and the public.
- Ability to analyze a variety of SCADA problems related to software, hardware and programming.
- Ability to make sound decisions and to take appropriate actions.
- Ability to supervise and motivate subordinate staff and to create a positive work environment.
- Ability to effectively express ideas both verbally and in writing.
- Ability to create reports accurately depicting workflow and completion rates.
- Ability to provide insight into budgetary needs within the electrical division.
- Knowledge and fundamental use of the Tyler work order system.
