The City of Superior is seeking a Parks, Recreation, & Forestry Director committed to public service.

The Parks, Recreation, and Forestry Director works with the Mayor, Common Council, and Public Works Administration to develop and implement a vision for natural preservation, outdoor recreation, and wilderness access in the City of Superior. The Director supervises a multi-disciplinary team that will work closely with and occasionally overlap the duties of other city departments and divisions. The Director is responsible for the general operations of the division of Parks, Recreation, and Forestry under the supervision of the Public Works Director. Work supervised includes:

• Park and Recreational Facility Management
• Urban and Natural Forestry
• Shoreline and Natural Habitat Management
• Recreational Programming
• Community Event Planning and Support

The Parks, Recreation, and Forestry Director establishes priorities, programs, and acceptable levels of performance for the division. The position provides leadership through effective communication and collaboration, strategic planning, proper use of resources, sound judgement, personal accountability, and responsibility.

Employment Standards:

General Responsibilities

• Plan and implement the work of the Parks, Recreation, and Forestry Division including daily operations of city parks, forests, trails, boat launches, beaches and shorelines, natural areas, and athletic facilities.
• Use best practices for environmental preservation and restoration in all park maintenance, and urban and natural forestry work.
• Organize, direct, and evaluate the work of staff. Approve work schedules and assignments, practice problem resolution, complete performance evaluations, and recommend personnel actions.
• Oversee the development and delivery of recreational programming designed to be inclusive of all ages and abilities.
• Organize and promote city-sponsored special activities and community events. Oversee permitting for events on city property.
• Prepare and manage the annual divisional operational budget and capital improvement plan including justification for divisional requests. Seek out, research, and solicit grant opportunities. Manage grant requirements throughout the life of the grant.
• Administer ordinances, laws, and regulations relating to areas supervised.
• Develop and enforce safety polices and procedures for staff supervised.
• Oversee and assign trainings for employees.
• Attend meetings, training sessions, and seminars to maintain knowledge, to promote improved job performance, and to stay current with changing trends, policies, procedures, and codes.
• Resolve questions and concerns from the public.
• Attend meetings of the city council and its committees.
• Represent the Parks, Recreation, and Forestry Division to the media.
• May serve as the City Forester, as determined by the mayor, with roles and responsibilities defined by city ordinance.
• Perform related duties as assigned.

Requirements/Special Requirements:

Education & Experience Requirements

Any combination of training and experience which would provide the required knowledge and ability is qualifying. A typical way to obtain these knowledges and abilities:

A Bachelor’s degree from an accredited four-year college or university with a major in Parks and Recreation, Public Administration, Business Management, or a closely related field; six (6) years of progressive experience in parks and recreation, municipal setting preferred, or equivalent relevant experience. An International Society of Arboriculture (ISA) Certified Arborist accreditation is desired, but not required.

Knowledge

• Thorough knowledge of urban and natural forestry principles and best practices.
• Thorough knowledge of park planning, maintenance, and design.
• Thorough knowledge of supervision, training, and performance evaluation.
• General knowledge of methods for developing and implementing recreational and event activities.
• General knowledge of accounting, budget, production, and budget tracking.

Skills

• Plan, organize, and implement a comprehensive community park and recreation program.
• Respond effectively to citizen complaints.
• Keep accurate records and make reports.

Ability

• Express ideas clearly and concisely, both verbally and in writing, and be able to communicate with tact and professionalism.
• Communicate effectively orally and in writing. Give presentations to large and small groups.
• Establish effective working relationships with supervisors, employees, other agencies, and the public.
• Use good judgment, initiative, and resourcefulness in carrying out the responsibilities of the position.
• Plan and supervise the work of subordinates.

Reports to the Public Works Director. Collaborates with department heads, superintendents, staff, elected officials, and the public.

Position Conditions

• Work is performed indoors in an office setting as well as outdoors in potentially all-weather conditions. Performance of outdoor work may require exposure to adverse environmental conditions, such as dirt, pollen, odors, humidity, rain, temperature, and noise.
• The typical work schedule is Monday through Friday from 8:00 AM to 4:30 PM. The schedule is subject to change based on organizational needs. After-hour response may be required.

The City of Superior Offers

The Starting wage will be dependent on qualifications of candidate.
