Neighborhood and Community Services (NCS) fosters safe, clean, and healthy households and neighborhoods by partnering with the community to increase equity, improve access to resources, and contribute towards cultivating a sense of belonging and a thriving Tacoma. The department invests in services and supports collaboration to increase access to resources and improve community outcomes. As part of the Systems and Strategy Division within NCS, this position serves the  department by facilitating community and provider relationships, gathering and analyzing data, using data to prepare and present reports, responding to public inquiries, assessing and evaluating program effectiveness, and supporting boards and commissions. This position develops and administers contracted service agreements, including negotiating and developing scopes of work, and developing/managing budgets for contracted services.
 
This is detail-oriented work requiring collaboration with NCS staff across program areas, service providers, and City departments, including the City Attorney’s Office, Finance, and others. This position manages projects within a portfolio as assigned by the direct supervisor. The department’s work spans health and health care; food access; aging and disability; violence reduction and prevention including youth and young adult violence, domestic violence, and community violence; homelessness services and prevention, shelter, and supportive services; strategy implementation; complementary services; or other priorities as determined by department leadership. This position is initially assigned to work in the areas of health and health care, food access, and aging and disability.
 
Work assignments include establishing program schedules; coordinating applications processes; creating and disseminating public information; coordinating community assessments; gathering and analyzing data and writing reports; responding to neighborhood concerns; negotiating, developing, monitoring, and evaluating contracts and performance of funded providers; ensuring that providers adhere to federal, state and city requirements, regulations and policies; overseeing performance audits of contractors; reviewing and evaluating monthly performance reports and billings for eligibility and accuracy; providing technical program assistance to improve operations and service delivery; participating in the grant application process; collecting and analyzing data and preparing reports; and evaluating program success and making improvements.

Key Activities
  • Work directly with service providers, NCS colleagues, City departments, research, analyze, evaluate and develop recommendations to address ongoing or emergent community needs, ensuring alignment with Council priorities. 
  • Develop and manage contract scopes of work (including complex budgets), research and develop performance metrics and reporting processes, and address contract compliance issues. 
  • Evaluate programs and determine effective strategies to address gaps or needs. 
  • Manage administrative tasks to support boards or commissions.
  • Collaborate with internal and external partners in planning and evaluation of service delivery models, ensuring alignment with Council priorities and anti-racist systems transformation efforts. 
  • Utilize best practices to deploy analytical and reporting tools and design programs and services that reflect highest and best use of public funds. 
  • Special projects and assignments: Including but not limited to, grant research, application and reporting; design and management of competitive funding processes and notices of funding availability; research and prepare Council and community constituent responses; assist in emergency response efforts, attend and represent the City’s position at community meetings and events.
Minimum Education*
Bachelor's degree in business or public administration, social/ human services or a directly related field

Minimum Experience*
4 years professional program work in human or social services administration or closely related experience

*Equivalency: 1 year of experience = 1 year of education

Desired Qualifications: 
Experience in contract or program management, specifically negotiating and drafting budgets and scopes of work Experience with data collection and analysis, specifically in using data collection to make data-informed recommendations and decisions
