THE POSITION
The City Planner,under general direction of the City Manager,manages operations of the Planning Department and Building Permit Technician.
This position has significant room for growth. The City currently has contract support for multiple complex long- range planning projects that this position will assist with. It is the hope of the City that the planner in this position will have the opportunity to take on greater responsibility for these types of projects as they gain more skills and experience.
MINIMUM QUALIFICATIONS
Four (4) year college degree in planning or related field.
Three (3) years of increasingly responsible planning experience, preferably in a municipal setting.
-OR- Any satisfactory equivalent combination of education and experience which demonstrates the knowledge, skills and ability to perform the above-described duties will be considered.
SPECIAL REQUIREMENTS
Must have a current Oregon Driver’s License or the ability to obtain one within six months.
Pass Criminal History Background Check.
TYPICAL DUTIES
- Provide land use planning and assist with capital improvement planning, including departmental priorities established by the City Manager.
- Guide the activities of department personnel, conduct evaluations, handle other supervisory duties, and effectively recommend hiring, disciplinary, and termination actions to the City Manager.
- Plan, develop, and manage department budgets and monitor expenditures.
- Coordinate City services and information related to proposed subdivisions and/or developments.
- Assist with the development, management, and implementation of the Comprehensive Plan, Development Code, and other long-range plans.
- Interpret the City and department codes and regulations, plans, and policies for elected officials, staff, and the public.
- Act as liaison with the City’s Floodplain Manager to ensure that the City adopts and enforces floodplain management measures that meet minimum FEMA standards in order to ensure participation in NFIP.
- Evaluate, develop, and implement programs, policies and procedures with the approval of the City Manager, to improve the effectiveness and efficiency of delivered services.
- Evaluate, develop, assist, and implement programs and procedures that maximize coordination and quality of results for all aspects of City projects.
- Attend and report at City Council meetings as necessary. Prepare reports, recommend resolutions, and ordinances for Commission review and Council action.
- Maintain professional knowledge of current developments within the field by attending conferences, reviewing technical reports and journals, and meeting with other professionals.
- Develop and maintain an effective working relationship with fellow employees, elected officials, supervisor, citizens of our community, clients, and others.
- Handle all aspects of Planning Commission Meetings.
- Represents City in various committees.
- Follow record retention laws for all City records within area of responsibility.
- Maintain confidentiality of information accessible and/or used in the performance of duties.
- Perform related duties as assigned.
SALARY
The successful candidate will be placed in the salary range based on experience and qualifications.
Starting Salary: $60,000-$70,000
Terms: Full-time – 40 hours per week, Monday through Friday / Exempt with benefits
BENEFITS OF EMPLOYMENT
Medical/Vision/Dental- City pays 95% of premium, employee pays 5% (currently $108.82/month) all family members included. Medical/vision active after 1 month, Dental 3 month waiting period.

8 hours of sick leave per month
8 hours of administrative leave per month (3-day carryover)
