In this role, and highlighted above, you will be an instrumental contributor in the development and implementation of new or revised programs, systems, operational processes, policies, and initiatives. With general supervision, you will collaborate and regularly engage with City teammates in support of workforce training, learning, development, conducting data analytics, and reporting. You will also:
- Partner with department leaders and managers to communicate and provide guidance on various talent learning and development opportunities.
- Collaborate to identify training opportunities for departments, and individual teammates.
- Work closely with supervisors and managers to improve work relationships, build morale, and increase productivity, positivity, and retention.
- Provide consultative services and recommendations to the HR team, supervisors, managers and leadership based on collecting, compiling, interpreting, and analyzing data, policies, and regulatory requirements.
- Provide studies, analyze trends and metrics in collaboration with the HR team to develop efficiencies, solutions, programs, and policies.
- Provide technical and data analysis reflecting HR related initiatives, and programs.
- Participate in the development and implementation of new and/or revised programs, systems, procedures, and methods of operations.
Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, finance, accounting, economics, or a related field, and two (2) years increasingly responsible professional administrative AND analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, organizational development, and/or personnel management.
Desired Attributes, in addition to the minimum qualifications:
- 2 years of experience utilizing HR data systems and programs for reporting, training, learning and development.
- 2 years of experience developing and analyzing HR data related to HR operations or HR programs, combined with HRIS administration.
- Strong analytical and problem-solving skills.
- Exceptional written and verbal communication skills.
- Experience working in a union environment or public sector.

Schedule: 4 days/10 hours a day (Monday-Thursday) with remote work opportunities.
