DESCRIPTION
Develops, implements, administers and coordinates risk management programs designed to minimize losses and to assure the efficient and economical operation of the City's liability claims, organization wide insurance, employee safety, and loss control programs; and performs related work as required. The Risk Manager is also designated as the organization's ADA Coordinator.
This position reports to the Deputy Finance Director and works closely with the City Attorney's Office, Workers' Compensation Manager and exercises direct supervision over contracted third party claims professionals, insurance broker and office support staff.
This position is eligible for 10% merit based increase during first year of employment.

Experience and Education
- Any combination of education and experience that would have provided the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be;
- Five (5) years of progressively responsible professional experience in the administration of risk management, safety or similar programs involving Workers' Compensation, property / casualty and liability claims which includes one year of experience supervising professional, technical and support staff;
Graduation with a Bachelor's degree from an accredited college or university with major course work in Public or Business administration, Human Resources Management or a related field. Specific or substantial experience, in addition to the five (5) years required, which prepares one to perform the job duties may be substituted for the required education on a year for year basis.
Experience working in the public sector is desirable.
License and / or Certificates
Possession of a valid class California Class C driver's license.
Professional designation by the Insurance Institute of America as an Associate in Risk Management (ARM) or Associate in Risk Management for Public Entities (ARM-P) or Associate in Risk Management -ERM (ARM-E) is desirable.
Self-Insurance Administrator's Certificate of Achievement is desirable.
Knowledge of
General City Operations.
Ability to
Manage the work of subordinates including coaching staff for improvement and development, training, assigning, monitoring and evaluating work performance, counseling and disciplining staff and resolving grievances.
Exercise tact and deal effectively with officials and employees of the City, other jurisdictions, and the public.

Special Requirements
Performance of the essential duties of this position includes the following physical demands and / or working conditions :
Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; requires sufficient hand / eye coordination to perform semi-skilled repetitive movements, such as computers and calculators. Tasks require sound and visual perception and discrimination, as well as oral communications ability. Tasks are regularly performed without exposure to adverse environmental conditions.
Work is primarily performed indoors in an office setting. Work involves frequently changing work priorities and the ability to meet deadlines. There will be off-site assignments and attendance at off-site meetings and conferences. On occasion, work will be required on evenings and weekends.
