Payroll Specialist
Finance Department
Starting at $66,500 - $74,000

The Finance Department is responsible for the books of entry for the assets, liabilities, equities, revenues, and expenditures of the City of Troy. All funds are monitored for accuracy and proper accounting methods, ensuring appropriate internal controls are in place.
Perform all activities necessary to process payroll for active employees and retirees. Responsible for all payroll calculations, electronic timesheets, maintain time off records, filing tax reports and direct deposit, processing voluntary and involuntary deductions, updating procedures, creating reports.
DUTIES
- Collect and verify timekeeping information for employees.
- Process payroll for employees, retirees, and periodic pay.
- Adhere to and update processes and procedures to follow collective bargaining agreements and Federal and State tax laws.
- Calculate pay, accruals, overtime and worker's compensation.
- Calculate payroll liabilities, report to State and Federal Agencies and make electronic payments.
- Prepare quarterly reports and submit electronically.
- Resolve payroll discrepancies and answer any employee/retiree payroll questions.
- Maintain all payroll operations according to City of Troy policies and procedures.
- Administer 401a, 457, RHS and IRA contributions and disbursements.
- Maintain payroll and related records, recording accumulation and use of vacations, holidays, personal business, sick, and miscellaneous leave of absences.
- Administer deductions.
- Set up pay and deduction codes in New World.
- Prepare reports for Finance Department and other departments within the City.
- Prepare, balance and transmit W-2 and 1099Rs.
- Work with Human Resources to transmit 1095s.
- Exercise independent judgement and discretion with sensitive and/or confidential information encountered.
- Develop effective working relationships with internal staff/departments and external vendors/entities.
- Manage challenging customer interactions and expectations effectively and professionally.
- Perform other duties as assigned.
REQUIREMENTS
- Associate degree in Accounting, Finance, Business Administration or a related field from an accredited college or university.
- Minimum of two (2) years of experience in payroll or a similar area of finance.
- May consider applicants with an equivalent combination of experience and education.
- Proficient in Microsoft Office Suite, high focus on Excel.
- Knowledge of basic principles of bookkeeping, accounting, and finance.
- As a condition of employment, the successful candidate must pass a background check and pre-employment physical including drug screen, including marijuana.
PREFERENCES
- Experience with Tyler Technology Logos.net (New World) and UKG Ready software.
- Experience working in a municipal financial environment.
HOURS
Forty (40) hours per week.
Monday through Friday; 8:00am - 4:30pm.
