SUMMARY OF DUTIES:
Human Resources Information Systems Manager Supervises personnel performing Human Resources Information Systems and Human Resources Central Records related functions and assists in the administration of the Human Resources Operations Division. This position provides support to the payroll division, Innovation Office, Shared Services, and Business Services Department.

The Human Resources Information Systems (HRIS) Manager position at the City of Tucson’s Human Resources Department is responsible for developing, maintaining and supporting Human Resources Information Systems. This position consults with both internal and external stakeholders to address configuration and customization needs across multiple HR system modules.
Work is performed under the supervision of the Human Resources Administrator. This position exercises supervision over human resource personnel.
Duties and Responsibilities
- Maintains and implements new Human Resources Information Systems (HRIS) modules and configuration projects such as Human Capital Management (HCM), Payroll, Absence Management, Recruitment, Compensation, Performance, and Learning. Elicits requirements from management and internal customers to develop functional and technical solutions. Analyzes departmental business issues, data challenges and processes that might impact existing workflows and recommends methods to optimize to the desired state and improve efficiency.
Oversees the creation, optimization, and the implementation of HRIS modules, processes and configuration projects that link closely to system workflows. Elicits requirements from management and internal stakeholders to develop functional and technical solutions. Communicates information clearly and creates an environment where people can engage in open dialogue and reach effective solutions to optimize workflow or process.
Manages and oversees the maintenance of the Human Capital Management (HCM) and Enterprise Resource Planning (ERP) system to ensure optimal function. Acts as the primary point of contact for resolving escalated system issues and inquiries. Performs analysis of configuration and data to discern the cause of issues; advises staff on outcomes and solutions to escalated system issues. Ensures accuracy of data and oversees. Provides training and support to staff on developing end-user training.
Participates in the recruitment and hiring of employees. Makes recommendations on employee discipline and other human resources issues, including evaluating and managing performance, facilitating positive resolutions, promoting positive morale, and ensuring staff is appropriately trained for maximum performance. Provides leadership, guidance and training to maximum efficiencies within the division and departments. Evaluates and manages performance of employees while facilitating solutions and positive morale.
Creates, maintains, and analyzes a variety of standard and custom reports requiring extensive knowledge of Microsoft excel as well as system reporting analysis. Involves staff on reporting approaches for unique requests. Ensures compliance with data security and reporting.
Performs other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS:

Bachelor's degree
Work Experience:
Five (5) years of directly related experience
License:
Any combination of relevant education and experience may be substituted on a year-for-year basis.

Full Hourly Range: $38.91 - 67.11 USD
