Opportunity: Under general supervision, performs analysis, consulting, design, development, project management, maintenance and/or support for major and minor information technology systems. Supports products, systems, software, multi-functional databases or database management systems that are critical and directly affect City operations, units, and departments.
- Creates, configures, and designs reports, dashboards, or interfaces allowing user access to data.
- Designs, configures, and validates business logic and calculations in enterprise applications.
- Provides end user support and training for enterprise applications and associated software.
- Administers the security of enterprise applications and associated software.
- Administers and coordinates the software solutions, modifications, and upgrades with end-users for all enterprise systems and related applications.
- Designing, planning, implementing, and maintaining complex database and information systems.
- Responsible for the management of multiple software applications and systems.

Knowledge, Skills, and Abilities:
- Knowledge and understanding of ERP applications.
- Knowledge of databases and managing large datasets.
- Knowledge of capabilities and operations of modern computers, peripheral equipment, and information technology systems.
- Knowledge of project management concepts and tools.
- Knowledge of client-server environments; office and business computer applications; relational database models and issues related to database maintenance; principles and concepts regarding development and maintenance of system documentation.
- Ability to manage time effectively and to set appropriate priorities.
- Ability to use standard computer programs such as database, word processor, spreadsheet and collaboration software.
- Ability to resolve conflicts with users and build consensus regarding information system matters.

Minimum Qualifications:
A bachelor's degree in information technology or related field with two years of position related experience in computer software maintenance or database design, development, and maintenance OR;
Associate's degree in information technology or related field with four years of position related experience in computer software maintenance or database design, development, and maintenance OR;
Completion of an accredited two-year vocational training program in an information technology or related program with four years of position related experience in computer software maintenance or database design, development, and maintenance OR;
Six years of related job experience in computer software maintenance, troubleshooting/problem resolution or analyzing, designing, or programming computer systems applications or databases. Related experience in computer software maintenance, or troubleshooting/problem resolution experience
OR;
Any combination of related education and experience equals at least six years.
Preferred Qualifications:
- Experience with ERP and/or related software.
- SQL or other database query language experience.
- End-user training experience.
- Report writing experience.
- Project management experience.
- Microsoft 365 experience.
- Ability to learn and manage a wide range of business-related information technology systems.
Training/Licenses/Certifications: A Washington State Driver’s License
Supplemental Information:
Contacts: Daily contact with employees of the city and other agencies linked to our computer systems who are having trouble with computer and/or software systems. The purpose of these contacts is to resolve problems, user training and/or information gathering and sharing. These contacts can be difficult as employees may express frustration with hardware, software, or peripheral problems. Contacts require an elevated level of tact to ensure a continued good working relationship. Frequent contact with vendors, and technicians regarding problem resolution, or hardware/software evaluation.
Supervision: Supervision received from the Information Technology Project Manager. Work is performed independently most of the time with accountability for results and guidance provided only for the most difficult or unusual problems. May lead project teams of peers based on software expertise and specialized knowledge.
Accountability: Responsible for providing judgment, advice, and recommendations that impact peers and employees at all levels of the organization. Responsible for coordination of the installation of new software releases that affect City services and operations.
Working Conditions: Busy office with regular interruptions. It has significant customer contact. Travels to all City work locations to complete assignments and projects. This position is eligible for a partial telework schedule and for a flexible schedule if business needs are met. In-person work is expected weekly and is subject to change weekly.
Physical Requirements: Work is often performed in an office setting.
