PURPOSE OF POSITION: This position performs the administrative and technical duties needed to support property inspections to maintain public safety and community well-being. This position will enforce the compliance of the City’s codes and ordinances, while helping citizens and business owners understand the codes and ordinances correctly. In addition to code enforcement, this position will use specialized skills and knowledge to perform physical and visual inspections of construction activities at various stages of development to ensure compliance with industry building standards, local ordinances, and state law. The work is performed under the general direction of the Community Development Department Manager who reviews the work through evaluation of reports and results, analysis of complaints, and personal conferences.
SUMMARY OF ESSENTIAL FUNCTIONS AND DUTIES:
· Code Enforcement: Conducts field inspections of residential, commercial, and other structures/properties to ensure compliance with codes and regulations. Investigates and attempts to resolve complaints of violations. Issues letters of warning and all necessary notices and orders when violations are verified. Periodically patrols or inspects areas to monitor for violations of local codes, regulations and ordinances including, but not limited to weeds, trash, debris, junk, abandoned vehicles and dilapidated structures, neglected property, and other public nuisances. Drafts, distributes, and follows-up on official abatement notices.
· Building Inspection: Inspects residential buildings, developments, remodels, and repairs to ensure they are following building codes, local ordinances, zoning regulations, safety regulations, and state law. Performs contractor trade inspections related to electrical, plumbing, mechanical, foundations, walls, roofs, and swimming pools. Interprets city code and ordinances to developers, architects, engineers, contractors, property owners, and the public. Orders corrective action as necessary and follows up that correction is done.
· Administration: Reviews, updates, and maintains accurate records of inspections, violations, and enforcement actions. Provides appropriate written correspondence to property owners within acceptable deadlines. Inputs accurate data into the current software system. Assists in permit review to monitor compliance with the City’s planning and zoning requirements.
· Continuing Education: Maintains a comprehensive, current knowledge of applicable laws and regulations. Maintains an awareness of new trends and advances in the profession by maintaining professional memberships, reading professional literature, attending workshops, networking with other professionals in the field, and participating in other applicable training methods.
· Integrity/Accountability: Represents the City and the department in a professional, ethical manner both internally and externally. Demonstrates honesty with responsive communication that supports the needs of the city, the City Council, and the citizens. Avoids conflict of interest in the use of City resources and personnel. Conducts conflict resolution in a professional and confidential manner. Coordinates inspection scheduling around department needs as well as customer needs. Plans daily routine communicates with the department to maintain dependability.
· Other Duties: Willing to perform assigned responsibilities as well as new and changing duties, with an attitude of complete cooperation and an inclination to personally identify with the City’s and departments’ goals, objectives, and responsibilities. Available to assist with emergency operations in accordance with the Employee Handbook and appropriate emergency operations plan.
MINIMUM QUALIFICATIONS:
· Education: High school diploma or GED. Skillset and ability to acquire a certificate in code enforcement within one-year and acquire a residential building inspector license within one-year of employment. Maintenance of building inspector license is expected by attending continuing education courses throughout the year.
· Experience: Knowledge of accepted safety standards and methods of building construction and repair work methods, techniques, procedures and materials. Skilled in using a Windows-based computer, and data entry software programs.
· Learning: Ability to learn job-related material primarily through oral instruction and observation which takes place mainly in an on-the-job training setting, through workshops, online training, traditional, and other training settings. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
· Communication: Ability to communicate clearly and concisely, orally and in writing; ability to respond to questions from fellow employees, customers, and the public. Ability to produce written documents such as records, reports, and business correspondence in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar. Must be able to maintain a cooperative working relationship with other departments and personnel of the City.
· Driver’s License/Testing/Background: Must possess, or be able to obtain, a valid Oklahoma drivers’ license and a driving record that meets or exceeds the City of Tuttle’s driving standards. Must pass a pre-hire drug test and pass random drug tests throughout employment. Must have a clean history on pre-hire background authorization.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
· Must be able to work from City Hall, other city facilities, and in the field during business hours, typically Monday through Friday 8:00 am to 5:00 pm.
· Must be available to attend occasional evening and night meetings, including City Council, Planning Commission and Board of Adjustment meetings; occasional evening training or business trips as needed.
· Some exposure to unpleasant citizens must be able to handle tactfully.
· CONTINUOUS sitting, upward and downward flexion of neck; fine finger dexterity and light to moderate finger pressure to manipulate keyboard, equipment controls, and other office equipment; pinch grasp to manipulate writing utensils. FREQUENT side-to-side turning of neck, walking, standing, bending, and stooping, pushing/pulling, twisting at waist, moderate wrist torque to twist equipment knobs and dials, lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. OCCASIONAL squatting, kneeling, reaching above and at shoulder height, moderate grasping to manipulate reference books and manuals; lifting objects weighing 25-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet; climbing stools and step ladders.
· Work is partly performed in an office environment with extensive work at a computer workstation. Subject to typical business office environment where noise level is moderate, and interruptions are frequent. Sharing office and office equipment such as copier, fax machine, printer, etc. is normal. High degree of concentration required to fulfill essential job duties.
· Must be able to do fieldwork and site visits to undeveloped and developed areas and open space, underdeveloped land parcels, and project development sites. Work may consist of climbing ladders, working/climbing through attics, crawl spaces and other awkward locations within homes and buildings.
· Position is subject to wearing required safety gearing including safety glasses, hard hat, ear protection and reflective vests when the situation requires.
· Vision required to read and review written correspondence, reports, statistical and technical information, computer screen, etc., subject to continuous exposure to light and glare from computer terminal.
· Hearing required in the normal audio range with or without correction.
· Must be willing to perform some of the duties described in this job description under adverse weather conditions, including extreme heat and inclement weather.
