ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plans, schedules and implements maintenance, and operation activities designed to provide quality streets, alleys, sidewalks, trails, storm water facilities, recreational facilities, municipal campground, city owned buildings, and cemetery facilities; oversees maintenance work and assists the City Engineer on construction work to determine acceptability and conformance to all applicable modem public works standards, rules, and regulations.
- Trains, supervises, and disciplines employees and documents and maintains accurate records over the performance of the duties.
- Schedules employees and directs call outs for service.
- Oversees the safety of assigned maintenance workers and equipment operators and creates and maintains record of complete and accurate documentation of necessary safety and incident reporting.
- Oversees and ensures safe operations of public work staff in coordination with other utility departments.
- Maintains and keeps up to date records relating to department personnel, equipment, facilities, supplies, reporting, and permitting.
- Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of all department facilities identified herein and insures the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use.
- Inspects all facilities and systems at frequent intervals to insure that all aspects of the systems are maintained and functioning properly.
- Insures that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies from the store room.
- Assists in the preparation and oversees the implementation of short and long-term public works plans to meet the needs of the City.
- Assists the City Engineer with preparation and management of the City's Capital Improvement Plan and provides recommendations regarding necessary department equipment purchases, and building improvements or repairs.
- Assists the City Engineer and provides local system operations guidance for construction of·streets, alleys, trail development, buildings, sidewalks, drainpipe installations, culvert installation and, other City owned facilities.
- Analyzes, oversees, and executes annual operating budget and makes recommendations for the next fiscal year's department budget.
- Coordinates and provides support to MNDOT, the Lake County Engineer, and other outside entities on overlapping projects and acts as City liaison on public works related projects.
- Drafts and recommends policies for all maintenance functions including but not limited to, snow, ice, pavement management, street signs, on street parking, right of way, sidewalk and trail maintenance, etc.
- Attends meetings of the City Council, relevant boards/committees/commissions, and other public or civic groups as directed or needed, including occasional evening meetings.
- Attends local and out of town trainings and conferences as directed or required.
- All other tasks, duties, or direction as assigned by the City Administrator.
REQUIRED MINIMUM QUALIFICATIONS
Education and Experience:
HS Diploma and seven (7) years of demonstrated progressive supervisory experience relating to the construction, repair and maintenance of public works, engineering, construction management, public utilities, recreational and/or cemetery facilities including the operation of related maintenance equipment, or similar demonstrated experience.
Or
AA Degree and five (5) years of demonstrated progressive supervisory experience relating to the construction, repair and maintenance of public works, engineering, construction management, public utilities, recreational and/or cemetery facilities including the operation of related maintenance equipment, or similar demonstrated experience.
Or
B.A. or B.S. degree in Engineering, Construction Management, Public Administration, or similar and three (3) year of demonstrated progressive supervisory experience relating to the construction, repair and maintenance of public works, engineering, construction management, public utilities, recreational and/or cemetery facilities including the operation of related maintenance equipment, or similar demonstrated experience.
Or
Any equivalent combination of education and experience determined by the City to be acceptable to meet the demands of this position.
AND
Valid Minnesota Class D Driver's License AND/OR
Valid Minnesota Class B Driver's License or equivalent or ability to obtain within probationary period, and possession or ability to obtain a Class A Driver's License within 2 years of hire.
PREFERRED QUALIFICATIONS
1. Valid Minnesota Class A Driver's License or equivalent;
2. Registered Civil or Professional Engineer in the State of Minnesota;
3. APWA-MN Chapter Public Works Certificate;
4. NIMS 700 and/or HAZ MAT and/or Competent Person Certifications;
5. Leadership or Management Certificates
NECCESARY KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge of:
1. Thorough knowledge of modern equipment, facilities, materials, methods and procedures used in public works, including land and building maintenance, storm drainage systems, and street systems; thorough knowledge of pipe installation, connection and repair; thorough knowledge of road, sidewalk, and trail construction and maintenance.
2. General heavy and light vehicle maintenance and repair technique;
3. Modem public organizational management, human resources, and budgeting principles, or ability to learn;
4. All applicable local, state, and federal laws and regulations related to modern public works departments or ability to learn;
5. Modem office equipment included but not limited to; email and Microsoft software (outlook, word, power point, excel, etc.), web browsing, basic computer mapping, Adobe PDF viewer, etc. and use of modem computer programs, and ability to learn new programs to perform the job.
6. Modem electronic technology, including PC, smart phone, and modem office equipment.

Skill in use of detection devices, personal computer, general modem office equipment, tablet computer, mobile radio, and smart phone.
