What are the responsibilities and job description for the Chief Treatment Plant Operator (Waste Treatment) position at City of Tyler?
Supervise a 3-shift, 7-day per week operation at a wastewater treatment plant. Monitor and maintain treatment processes to ensure water quality; prepare various monthly operation reports; ensure that all regulatory requirements are met; supervise an efficient equipment and facility maintenance program; perform proper record keeping tasks; and perform duties as required.
- Directly oversee process controls at plant, analyses and interprets laboratory results.
- Monitor current operating budget; prepare annual budget; maintain plant records and files.
- Evaluate personnel performance; plan/direct development and training of employees.
- Accompany State/Federal inspectors on plant inspections.
- Monitor sludge production/disposal program for plant.
- Direct plant personnel on appropriate process control adjustments; in maintenance of equipment.
- Monitor plant performance to assure compliance with permit requirements.
- Monitor and schedule storm water management and bio-monitoring sampling program.
- Must remain knowledgeable on State/Federal regulations/permits.
- Must have a working knowledge of wastewater treatment processes to include activated sludge principals and practices, anaerobic sludge digestion, basic laboratory analysis procedures, and personnel management.
- Must have the ability and skill to operate plant equipment and treatment processes. Ability to adapt to various operational situations; plan ahead; and avoid possible operational/mechanical problems.
- Must have the ability to perform, interpret, and utilize lab analysis on collected samples.
- Must have knowledge of mechanical principles and troubleshoot electrical failures. Ability to analyze mechanical, electrical problems with equipment and resolve.
- Must have the skill to troubleshoot plant processes and act accordingly.
- Must know the principles of safety involving use of power tools, electrical equipment, and hazardous materials.
- Must be able to read and comprehend technical manuals, construction plans, and related government regulations.
- Must be able to establish and maintain effective working relationship with others. Ability to supervise and delegate.
- Must be able to communicate effectively with management, employees, vendors, inspectors, and the public using a telephone or radio.
- Must be able to operate a personal computer.
- Must be able to walk, climb, and balance 8 hours daily; bend and stoop 6-8 hours daily, constantly stand for 8 hours daily; lift, carry, push, and pull up to 50 lbs for 15-30 minutes daily. Must be able to work in extreme weather conditions among gases, dust, allergens, and detergents.
- Other duties as assigned.
Education and Experience: Bachelor’s degree from an accredited college or university with a major in engineering, science, management, or related field required, or an equivalent combination of training and experience will be considered. Must have 5-years of experience in wastewater treatment, including 2-years of experience in a supervisory role. Must possess a Class "A" Wastewater Operator License, issued by TCEQ, or be able to obtain within 6-months of employment. Must possess a valid Texas Class “C” Driver's License, with a clear driving record.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an associate degree, and eight years of relevant experience will be considered in place of a bachelor’s degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
