The purpose of this position is to be responsible for the safe and efficient work on projects or activities of a public works nature. The position requires manual labor, which will be completed alone or as part of a crew. You will perform various manual tasks and activities, operate heavy equipment, and perform work in Street management. Work includes planning on-site work, maintenance, cleaning and service equipment, emergency needs, vehicles, tools, and work area. Observe and follow safety procedures and precautions at work sites. This position is designated among essential personnel and requires reporting to work during all significant weather events or emergency incidents.    
-Direct Supervisor: Crew Leader and Foreman

  1. Operates a variety of light equipment involved in construction and maintenance projects, as well as a variety of hand tools, push and riding mowers, grinders, saws, pressure washers, plate tampers, and water spraying equipment. 
  2. Performs a variety of labor-intensive duties, including, but not limited to, cleaning vehicles, job sites, and shop/garage, loading and unloading vehicles, patching, and repairing streets, shoveling gravel/asphalt (other material as needed), trimming and/or removing trees, digging trenches, compacting earth, install guardrails, repairs, patch potholes, and assisting Technician II’s with their duties.  
  3. Maintains a safe work area, including places and removes cones, barricades, warning devices, and/or directs traffic at work sites to ensure the safety of work crew and public; cleans up work sites upon completion of the job; picks up all tools and equipment; secures the job site if returning later.

  1. Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or classes as directed. 
  2. Performs other duties and functions as assigned, required, or directed, or which are necessary, readily apparent, or related to other duties and responsibilities. 
 
KNOWLEDGE, SKILLS, AND ABILITIES:
 
  1. Knowledge of materials, methods, and tools involved in constructing highways, road curbs, and gutters. I also have knowledge of design techniques, tools, and principles involved in the production of precision technical plans. Safely and correctly apply road construction and maintenance techniques. Safely operate light and heavy road maintenance and construction vehicles and equipment. 
  2. Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, and saws, 1- or 2-ton trucks, off-road vehicles, industrial mowers, skid steers, chain saws, or woodchippers.
  3. Ability to adhere to the personal protective equipment (PPE) policy and maintain individually provided PPE in a functional condition. All uniforms and PPE should be clean and equipped when scheduled to work. 
  4. Attend shifts in accordance with company policy. This position is subject to responding to emergencies after normal working hours. Occasional overtime is required. Ability to be flexible with last-minute schedule changes, location changes, and shift time changes. 
  5. Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public. Communicate effectively through both verbal and written means, including conveying and following instructions and providing information to the public. 
  6. Knowledge and adherence to all applicable State and Federal laws, local ordinances, City and Departmental policies, procedures, rules, and regulations. Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the given position. 
  7. Hands-on experience with Microsoft Suite, Database management, and web applications.
  8. Endeavors to continuously improve the services provided to the citizens of Tyler. 
 
Physical characteristics: The job requires the ability to twist and kneel for up to 6 hours daily, bend, turn, climb, crouch, and crawl for up to 2 hours daily, stoop for up to 3 hours daily, walk, sit, and stand for up to 4 hours daily, grasp objects for up to 8 hours daily, lift and carry up to 80 lbs., push or up to 20 lbs., grasp for up to 8 hours. The worker may be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures. 
 
Environmental factors: This is an essential department. All staff will be called to SERVE during storms, catastrophes, emergencies, or as otherwise needed. The physical ability to work under temperature extremes and for extended hours of time. Working within confined spaces can be necessary for some tasks. Working in the proximity of light and heavy machinery.

Education and Experience:  Must have a strong work ethic and be able to manage time to meet deadlines effectively. 


High School diploma or GED preferred.
One (1) year of experience in construction, maintenance, or repairs of roadways, bridges, and operating heavy equipment and light construction equipment or closely related experience preferred.  
Must have a Texas Class “C” l Driver’s License and a good driving record throughout the length of employment preferred. 
Any combination of education, experience, or training that has prepared the incumbent to perform the essential duties of the position preferred.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.

No person under eighteen (18) years of age will be employed in any position requiring the operation of a City motorized vehicle.
