Reporting to the City Manager, the Director of Information Services is responsible for providing the strategic vision for information systems, project management, technical support, solutions integration, data management, and hardware and software recommendations for all city departments. The Director serves as a key advisor to city leadership, identifying opportunities to enhance services through innovative and cost-effective technology solutions.


This position will oversee key systems including Microsoft Windows servers, Active Directory infrastructure, Office365 and Exchange, various vendor provided applications, audio-visual equipment, security cameras, access control, telecommunications, internet service, and the mobile computing environment. In addition, the position will ensure reliable data infrastructure including the provision of data backups, data storage, and data security.

  • Recommends and obtains approval for annual operational and capital budgets for all city departments including department personnel, computing equipment, operating system software, networking equipment, communications solutions, application software, maintenance contracts, and contracted outsourcing for systems integration, GIS, programming support, and hosting of the city website.

  • Responsible for collaborating with city leadership in developing and tracking the IT budget, managing the Technology Services Fund that is funded through departmental allocations and annual depreciation, while obtaining approval from City Council for expenditures greater than $50,000.

  • Lead a high-performing IT team, fostering an environment of collaboration, innovation, and continuous improvement by providing coaching, mentorship, and professional development to team members.

  • Develops and implements Information Services standards, policies, and procedures and implements standards for documentation of system enhancements and changes for all platforms as they occur.

  • Stays current with emerging technologies and trends and recommend ways to incorporate them into city processes while optimizing end-user satisfaction through teamwork and a strong commitment to customer service for both internal and external needs.

  • Maintains working knowledge of key technologies including data security, wired and wireless networks, Windows Servers, Active Directory infrastructure, Microsoft Exchange, Microsoft SQL, Office365, Nutanix servers, Public Safety CAD and Records products, spatial databases, security cameras and access control.

  • Provides end-user support for conference room audio/video equipment, City Council Meeting agenda management system, iPads provided to City Council Members and other systems as needed.

  • Maintains working knowledge of software applications across all city departments, oversees performance of all critical systems, network security, high availability, backup and disaster recovery.

  • Establish effective risk management strategies and disaster recovery plans to minimize downtime and data loss.

  • Writes or reviews requests for proposals (RFP’s) and purchase specs for Information Services capital projects, computer and network hardware, software, and outsourcing contracts for systems integration and software support.

  • Manage vendor relationships, contracts, and service level agreements to ensure effective IT service delivery.

  • Manages the City’s Internet service agreements and the contract for maintenance of the citywide fiber network.

  • Acts as the final escalation point for after-hours technical support for all of Information Services.

Minimum

  • Bachelor’s degree in Information Technology, Computer Science or related field required.

  • A minimum of 7-10 years previous experience in information technology required.

  • A minimum of 3 years of senior management.

  • Ability to lead highly skilled technology employees to excel as a team to improve and advance the City’s use of technology.

  • Ability to understand technology requirements of City departments and recommend strategic initiatives to improve efficiency and effectiveness with technology.

  • Ability to assess and perform gap analysis of technology used throughout the city.

  • Knowledge of the design, implementation, and maintenance of Microsoft Windows network services, network infrastructure, Internet access technologies, Microsoft SQL, Active Directory infrastructure, Microsoft Exchange, Office365, and complex integrated systems.

  • Knowledge of telecommunications, wired/wireless switched data networks, Internet access technologies and data security.

  • Possess excellent analytical and problem-solving abilities, keen attention to detail, strict focus on customer service, and the ability to explain, in clear terms, the interactions of complicated systems and technologies.

  • Valid Texas Class C Driver’s License required.

Preferred

  • Experience in a municipal government highly desired.

  • Graduate work or advanced degree in a related field preferred.

  • Knowledge of municipal software applications (i.e., financial systems, public works, library, parks/recreation, public safety, equipment/inventory management, ESRI geographic information system (GIS), and agenda management) and data integration between applications.

Work is primarily performed in a climate-controlled office environment. Physical demands are sedentary in nature with prolonged sitting. Work may cause fatigue of eyes, fingers, and other facilities because of fairly continuous use of motor senses. May be required to attend functions and meetings in other buildings and other sites. Requires moderate physical effort in carrying/moving microcomputers and peripheral equipment. Includes walking, standing, reaching, bending, and occasionally driving a vehicle.


This position offers a hybrid work arrangement allowing employees to work remotely and, in the office. Candidates must have access to a reliable internet connection and suitable workspace for remote work. Specific remote work schedules will be determined in coordination with the department’s needs.

Salary : $130,416 - $191,506
