Description
This is a Department Only Promotional Opportunity for employees in permanent, allocated positions in the City of Vallejo Fire Department. This recruitment is being conducted to establish a Register of Eligibles List for Fire Captain, and will be used to fill current and future vacancies for up to two years.
Under direction, the Fire Captain is in command of a Fire Station during an assigned shift : participates in and directs assigned personnel in fire suppression, prevention, and training activities; assists in the administration of the department; and does related work as required.

The Selection Process

Applications will be screened for minimum qualifications. Candidates who meet the minimum qualifications for the position will be invited to participate in the examination process.
Candidate Orientation is tentatively scheduled for January 23, 2025. Individuals who have applied and have met the minimum qualifications for the position will receive an invitation to the Candidate Orientation via email. Orientation will take approximately 90 minutes.
Examination Process
The examination will consist of a standardized written examination and an Assessment Center consisting of four components. In accordance with Civil Service Commission (CSC) Rule 9.5, the components of the examination process and relative weight is as follows :
Written Examination :
The written examination will consist of a 100 question, multiple choice exam. The written examination is tentatively scheduled for Tuesday, February 11, 2025 at 2 : 00 PM . Candidates who meet the minimum qualifications for the position will receive an invitation to the written examination via email to the email address listed on their application materials. Candidates will be given approximately two hours to complete the written examination.
Please note : Candidates may submit a written request to make-up the written examination with verified proof of conflict. Candidates must have a validated conflict and HR may request written documentation. All make-up requests must be submitted to Marie Cruz at marie.cruz@cityofvallejo.net, three weeks before the scheduled written examination. Make-up tests for the written exam must be scheduled and completed before the date of the Assessment Center.
In accordance with Civil Service Commission 12.1, if the written exam is used on a continuous testing basis, is a standardized test, is a copyrighted test or obtained from another jurisdiction or from a testing agency where a contractual provision requires that the test materials be kept confidential, then candidates shall not be permitted to review the test or question booklet.
Written Exam / Assessment Center Study Guide
Access to the Vallejo Fire Department's Manual of Operations, Volumes 1-3 and the International Association of Firefighters - Local 1186 MOU will be sent after this bulletin is posted via email to all Vallejo Fire Department employees. The Fire and Emergency Services Company Officer, 6th Edition and Extreme Ownership book will be available at all seven stations and Training.If you need assistance locating any of the written study material, contact Marie Cruz at marie.cruz@cityofvallejo.net.
Assessment Center
The Assessment Center examination is tentatively scheduled for the week of February 18, 2025. Candidates will be notified of their Assessment Center examination date and time via email to the email address listed on their application materials.
Important :
Scores : After all components of the examination process have been completed by all qualified candidates, tentative scores will be tabulated in accordance with Civil Service Commission Rule 9 and 10 (which includes seniority credit, where applicable) and sent to each candidate.
Inspection of Scored Answers Period : Pursuant to Civil Service Commission Rule 12.3, after all parts of an examination have been completed and scored, the candidates shall be allowed a period of five (5) working days during which they may inspect their scored answer sheets and any rating forms which they have been rated during any part of the examination.
To inspect scored answers in accordance with the CSC Rule above, candidates must schedule an appointment by emailing april.adams@cityofvallejo.net.
Following resolution of any candidate protests, final scores will be sent to each candidate.
In accordance with CSC rule 9, the average percentage for the proficiency required for passing shall be seventy percent (70%). Those who have achieved an overall score of 70% or higher, will be placed on the Register of Eligibles.
Register of Eligibles : Pursuant to CSC rule 13, for promotional examinations, the names of persons shall take rank upon the Register of Eligibles on which their names appear in the order of their relative excellence as determined by the examination process without reference to priority of date of examination.
Each candidate shall receive, in addition to their final score, their ranking on the Register of Eligibles.
Department Interview
Names of candidates who qualify for placement on the Register of Eligibles list will be forwarded to the department in accordance with applicable Civil Service Commission Rules and the currently applicable collective bargaining agreement between the City of Vallejo and the International Association of Fire Fighters (IAFF) - Local 1186.
Final Selection
The department holding the current vacancy will conduct all final interviews and make the final candidate selection.
In accordance with Section 10 (A) of the collective bargaining agreement between the City of Vallejo and IAFF- Local 1186, the "Rule of Three" shall apply. This section states, "Promotions to the classifications within the bargaining unit represented by the Union shall be made from the lower ranks serving in the Fire Department, provided the candidate or candidates competing are qualified for the vacant position, using the rule of three."
