We’re currently recruiting for a GIS - Engineering Technician. Under the direction of the GIS Supervisor, the primary responsibilities for the job are to perform technical duties to support Geographic Information Systems (GIS) and Asset Management in the Public Works Department. This position will create, maintain, and manage digital inventory of public and private assets in GIS and City’s enterprise asset management system. Create, maintain and manage GIS maps, layers, features and other related information. Conduct field visits for asset collection and to ensure data accuracy. Act as a bridge between various divisions and departments such as utility billing, operations and maintenance, and Community Development Department.

This is a full-time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the OPEI union. The schedule for this position is M-F, 8am to 5pm.

Job Details
Essential Functions:
  • Create and maintain GIS asset information for Public Works assets by gathering data from a variety of sources such as as-builts, field inspections, operations field staff, construction staff, and other sources. Ensure that GIS is always in sync with the city’s enterprise asset management / work management system (Infor/Hansen). Perform ongoing quality assurance/quality control (QA/QC) to ensure good data integrity. Develop metadata and supporting documentation.
  • Provide utility customers with a high level of customer service such as the explaining calculation of their impervious surface areas. Use GIS and other tools to review, update, document and communicate discrepancies or changes to ensure correct utility billings. Conduct field visits to verify accuracy of as-constructed impervious surfaces for new projects.
  • Act as a liaison between City departments and divisions including Utility Billing, Operations and Maintenance, and Community Development Department providing GIS support.
  • Utilize a variety of GIS analysis tools to support the city’s asset management initiative, including tools and online applications/maps/dashboards, and processes to support Utility Billing and GIS Department needs
  • Find innovative ways to use GIS to create efficiencies, enhance data quality, and develop effective maps, processes, and workflows. Provide GIS support and technical assistance to multiple departments across the city (internal customers). This includes the development of technical documentation, training sessions, presentations, and other verbal and written communication.
  • Create products and processes that support GIS and Asset Management initiatives within Public Works.
  • Perform other duties and responsibilities as assigned.
Qualifications
Experience and Education
  • One (1) year of experience using a GIS.
  • Equivalent to a Associate's Degree in GIS, Engineering, Geography, Environmental Science or related field.
  • Equivalent combinations of education and experience may be considered.
Computer Skills
  • Intermediate skills using ESRI products to edit and manage data using ArcGIS Pro.
  • Intermediate skills using Environmental Sciences Research Institute (Esri) suite of web tools to develop web applications.
  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint, and Access
Required Licenses and/or Certifications
  • Possession of an appropriate, valid driver’s license.
Knowledge
  • Understanding of GIS and database fundamentals.
  • Autodesk products, AutoCAD Map 3D.
  • Terminology, methods, practices, and techniques of drafting and computer aided design and GIS.
  • Experience using ESRI ArcGIS Pro and web applications.
  • Experience with basic geoprocessing using ESRI based tools.
  • Knowledge of Asset Management principles, policies and procedures.
  • Understand construction plans and specifications, engineering maps, application of computer aided mapping and geographic information systems for records management.
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software
Abilities
  • Read and interpret civil engineering plans and specifications.
  • Create visually pleasing maps using ArcGIS Pro software.
  • Use intermediate GIS functionality for reporting and analysis of assets for planning purposes.
  • Operate a personal computer and appropriate software
  • Work in a manner consistent with the City of Vancouver’s Operating Principles
