Job Description

Job Title: Housing Coordinator/Planning & Community Development

Department: Planning and Community Development

Reports To: Director of Housing

Summary the Housing Coordinator will provide Administrative support as well as pursue funding resources for development and implementation to benefit community housing assistance needs through Federal, State, and other partnership housing programs by performing the following duties.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Completes administrative projects and assignments for Housing Department

May be responsible for administrative tasks and routine managerial assignments

Organizes and maintains basic filing system for correspondence and other records

Answers and screens telephone calls to the Housing Department and arranges conference calls, appointments, and meetings

Prepares agendas, reserves and prepare meeting facilities, and records and transcribes minutes of meetings

Makes copies of correspondence or other printed materials

Prepares outgoing mail and other correspondence, including e-mail and faxes

Orders and maintains supplies, and arranges for equipment maintenance

Greets scheduled visitors and directs them to the appropriate area

Responsible for intake processes which may include file labeling and organizing

Maintain Counselor Max system

Prepares spreadsheets using Microsoft Excel to maintain organization and workflow

Assists with the collection of information for the CDBG Citizen Participation requirements.

Meets with citizens, attorneys, appraisers, engineers, architects, contractors, and other interested parties.

Assists with the development and administration Community Development Block Grants (CDBG) programs.

Confers with personnel affected by proposed program to develop program goals and objectives, outline how funds are to be used, and explain procedures necessary to obtain funding.

Assists with the writing of and/or writes grant application, according to format required, and submits application to funding agency or foundation.

Assists with the direction and coordination of evaluation and monitoring of grant funded programs, or writes specifications for evaluation or monitoring of program by outside agency.

Assists department personnel in writing periodic reports to comply with grant requirements.

Maintains master files on grants.

Maintains paperwork connected with grant funded programs.

Education and/or Experience

Bachelor's degree (B.A./B.S.); or High School diploma and four to six years related experience and/or training; or equivalent combination of education and experience. Thorough knowledge of public records and background or license in real estate is preferred. Must have good written and oral communication skills.

Certificates, License and Regulations

Requires a valid driver’s license and must maintain eligibility to drive as per the City’s Vehicle Usage Policy.

The Housing Coordinator must aspire to acquire the following certifications:

1. Pre-purchase homeownership education for the educator to deliver a comprehensive homebuyer education training in a group setting.

REQUIREMENT: HO229 Homebuyer Education Method: Train the Trainer.

2. Post-purchase homeownership education for counselors to facilitate post-purchase seminars and workshops.

REQUIREMENT: HO247 Post Purchase Education Methods.

3. Homeownership counseling- certification in one on one counseling.

REQUIREMENT: Part 1 HO250 Homeownership Counseling Principles.

Part 2 HO109 Foreclosure Basics.

REQUIREMENT:

Part 1 Complete HO208 Building Financial Skills or MCFAC Financial Capability.

Part 2 Complete HO209rq Financial Education or MCFAC Financial Education Program.

Part 3 Complete HO310 Financial Coaching.

Part 4 Complete HO004WT Financial Management.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

To perform this job successfully, an individual should have knowledge of Microsoft Excel and Word software.

Certificates, Licenses, Registrations

Must have a valid driver's license.

Other Skills and Abilities

Must have good organizational and communication (written and oral) skills

Other Qualifications

Overtime, alternative work schedules, and on-call status may be assigned as needed.
