Job Duties:
The City of Virginia Beach Human Services Department is recruiting for an Accountant II to join the Community Justice Division! This position will perform in-depth research, analysis, development, and summarization of financial information for both audit and reporting purposes as well as perform the financial administration and reporting of local, state, and federal funding.
Specific duties include but are not limited to:
- Participate in the development of the annual operating budget for Community Justice which is comprised of the Juvenile Detention Center and Community Corrections Pretrial programs through collection and maintenance of historical trend information, FTE counts, and state and federal requirements.
- Perform cost accounting functions for revenue and expense recognition and reconciliation, completion of state and federal program reports to include grants and ensure compliance with established grantor requirements.
- Prepare Monthly and Quarterly financial and budget reports for program leaders within the Community Justice Division.
- ProCard Management, review, and allocation of monthly purchases for programs within the Community Justice Division within the Juvenile Detention and Community Corrections programs.
- Perform Quarterly Audits of reconciliations for revenue and expenditures, petty cash, and vendor contracts. Participate in state audits, prepare and process grants.
- Maintain documentation and materials related to financial audits from both internal and external sources.
- Support requests from program supervisors regarding program financial information and assist with resolution of accounting issues to include completion of Journal Transfers.
- Approve office supply order requests for orders from the Juvenile Detention Center and Community Corrections programs.

Minimum Requirements:
MINIMUMS: Bachelor’s degree in Accounting or related and three (3) years of experience utilizing the knowledge, skills, and abilities associated with such positions as Accountant OR an equivalent combination of education (above high school level) and/or experience equivalent to seven (7) years in fields utilizing the knowledge, skills, and abilities associated with this position. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Bachelor’s degree in accounting.
Experience with accounting principles and auditing standards in a government setting.
Experience in preparing and reporting financial reports to senior and executive level management.
Experience working with internal and external auditors.
Experience in managing revenues and expenses.
Experience with account reconciliations.
Experience in Microsoft Office, specifically Excel.
