SPECIAL REQUIREMENTS FOR PUBLIC UTILITIES, OPERATIONS & MAINTENANCE: This is an on-site work assignment. Remote work/work from home is not offered for this position. Must be available to work evenings, nights, weekends, holidays, standby and overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status. This position may require incumbents to wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee’s supervisor based on position assigned. NOTE: Possession of and maintaining a valid VA or NC Commercial Drivers License, Class A (CDL-A) with tanker endorsement is a requirement of this position and is non-negotiable.

Responsibilities of the Utility Superintendent in the Water Distribution bureau include, but are not limited to:
- Provides supervision of one Utility Mechanic Supervisor to operate and maintain the functions of water line maintenance and repairs, fire hydrant maintenance and repairs, detector check assembly and installation, isolation valve maintenance and repairs, and additional tasks associated with the maintenance and repairs of associated infrastructure.
- Perform supervisory functions, such as scheduling and prioritizing work assignments; conduct performance appraisals, approve leave, monitor overtime, take disciplinary actions, and make promotion recommendations.
- Assist the Water Distribution Superintendent when needed
- Prepare reports and maintain accurate records of work to include labor, materials, equipment, and etc.
- Uses an electronic device for implementation of the work order management system and daily tracking of crews work
- Review/utilize blueprints and computerized mapping (GIS) related to utility infrastructure information
- Assist in maintenance and troubleshooting as required
- Ensures that subordinate supervisory employees are following all state, city, and departmental guidelines, policies and procedures in hiring, promotions, disciplinary actions, etc.
- Ensures that bureau employees are up to date on all safety training, and enforces procedures to alleviate occupational hazards and comply with all City, State (VOSH) and Federal (OSHA) requirements
- Ensures members receive the appropriate training to efficiently perform their work
- Resolves citizen inquires in a courteous and timely manner
- Address requests from the Engineering and Business Divisions in Public Utilities
- Attend requisite coordination meeting as required
- Coordinate with outside agencies, vendors, departments and divisions
- Recommends and implements process improvements
- Responds to emergencies on a 24/7 basis which may include rotating nights, weekends, and/or holidays to ensure adequate resources, supervision, guidance and timely correction of problems; rotates standby as an Alpha I employee
- Establishment of traffic control, ensure excavation safety, to maintaining safe working environments.
- Other tasks/duties as assigned
- NOTE: Possession of a Class A CDL with Air Brake and Tank Endorsement is a requirement of employment and is non-negotiable. Class A CDL holders are provided a yearly $4,000 stipend ($153.85 per pay period - every two weeks) added to your salary.
