Job Duties:
A $3,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
- $500 will be awarded in the first paycheck.
- $1,000 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
- $1,500 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.
The City of Virginia Beach Department of Human Services is seeking an experienced Benefit Programs Specialist III - Trainer. This position represents the advanced level in the Benefit Programs Specialist job series. Incumbents are assigned advanced technical functions or projects that require considerable knowledge of all public assistance functions, such as developing and conducting specialized staff training.
Duties:
- Develop curricula based on state and federal laws; regulatory policies and procedures, best practices and organizational development
- Develop training materials to include: standard operating procedures, user guides, policy related assignments, and testing materials.
- Conduct training sessions with new workers, refresher training for existing staff and answer questions regarding provided training.
- Assist with administration and grading of policy tests based on Benefit Program areas to include: Temporary Assistance for Needy Families, Supplemental Nutritional Assistance Program, Families and Children’s Medicaid, Aged, Blind and Disabled Medicaid, Energy Assistance and Long Term Care.
- Ensure training material and course content meets stated objectives and training opportunities are designed and delivered with consideration of effective instructional practices for adult learners.
- Conduct other mandated or required training in support of leadership, management or other designated program areas content.
- Assess staff training and development needs; conducts necessary research to develop and teach appropriate training programs; evaluates the effectiveness of training programs
- Serve as a resource to the Benefit Programs Division with policy related questions and troubleshooting with VaCMS system issues in order to resolve discrepancies internally before escalating to the Eastern Regional Consultants or State staff for resolution.
- Assist with coordination and development of refresher training for existing Benefit Programs Division staff.
- Work collaboratively with external resources to address error prone Benefit Program areas as determined through case reviews, Quality Assurance, Quality Control and Management Evaluation reviews and any corrective action plans as a result of these case reviews.
- Present training information monthly at all staff meetings; attend weekly cadence meetings to provide supervisors trainee progress and training updates; performs other professional responsibilities as assigned.

Minimum Requirements:
MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to seven (7) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as Benefit Programs Specialist; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. SPECIAL QUALIFICATIONS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Extensive working policy knowledge in the Benefit Programs with three (3) years or more in multiple benefit programs to include (SNAP, Medicaid, TANF, Energy).
Experience in benefit program systems (VACMS, SPIDER, MMIS, Rushmore, MMIS, ADAPTPRO, SVES, APECS, DMV, SAVE, VEC, SOLQ, etc.)
Training or mentoring experience as a benefit program worker.
Experience with MS Office to include Word, PowerPoint, and Excel.
Experience with gathering information and identifying trends and training needs.
Experience with creating training plans and training related to Benefits Programs.
Credentialed to instruct through the State Departments of Social Services (DSS) in the program areas of SNAP and Medicaid.
